TASK ORDER NUMBER: 02-2021-CR

TASK ORDER NAME:

Teddy Creek Vegetation Management Heritage Survey

All terms and conditions of the master Heritage IDIQ are hereby included by reference and are a part of this task order.

· Final Report Due: 09/30/2021

Work will be performed in Carbon County of Wyoming.

GENERAL SPECIFICATIONS:

The purpose of this order is to secure services to conduct a Level/Class III Survey (as defined in Section C.6 of the Performance Work Statement) on the Brush Creek Hayden Ranger District of the Medicine Bow-Routt National Forests, and Thunder Basin National Grassland. The contractor shall provide all material, personnel, equipment, and supplies to conduct the survey listed under this order.

PROJECT LOCATION:

The project areas are located approximately 80 miles west-southwest of Laramie, Wyoming (see attached vicinity and project location map). Project area is located approximately 7 miles west of Encampment, WY north of WY Hwy 70 east of the Continental Divide. The project area can be access by taking WY Hwy 70 west from Encampment for approximately 7 miles, and then head north at Bottle Creek campground on NFSR 443 (Jerry Accord Road) for approximately 3 miles to reach the southeastern part of the project area. Total driving miles from Laramie to project areas are about 110 miles.

Township 15 N Range 85 W Sections 28, 29, 32 – 34 Township 14 N Range 85 W Sections 2 – 5, 8 – 11, 14 – 16

SUPPLEMENTAL INFORMATION:

Bid Item 01:

· There is a Level/Class III Survey that will need to be bid on for this Task Order, which is required for the Teddy Creek Vegetation Management project on the Brush Creek Hayden Ranger District of the Medicine Bow – Routt National Forests, Thunder Basin National Grassland (BCH-MBRTB), as defined in Section C.6 of the Performance Work Statement. The Level/Class III survey includes a total of 3,390 acres that require a cultural resource inventory and archeological field survey to identify, record, and evaluate the eligibility of all historic properties within the survey area for listing on the National Register of Historic Places.

Previous cultural resource inventories and archeological surveys have been conducted in and near the East Hog Vegetation Management Heritage Survey area and these data can be accessed through WyoTrack with the appropriate access permissions.

Bid Item 02:

· There are four (4) previously documented prehistoric and/or historic sites (48CR3609, 48CR4310, 48CR4311, 48CR10069) that require site monitoring for determining site conditions and a Condition Report added to WyoTrack for each site that will need bid on for the Task Order as defined in Section C.6.2.8 of the Performance Work Statement.

1) Site 48CR3609 is the historic Leschen Aerial Tramway and is located in T14N R85W Sections 9 – 11 and 16 of the project areas. It is approximately 16 miles long. The site was initially recorded in 1985, and again in 2015.

2) Site 48CR4310 is an historic cabin and refuse pile and is in T15N R85W Section 33. It is approximately 20m2. The site was initially recorded in 1985 and again in 2010.

3) Site 48CR4311 is an historic cabin in T15N R85W Section 32. It is approximately 20m2. The site was initially recorded in 1985 and again in in 2010.

4) 48CR10069 is an historic mining habitation consisting of four cabins and located in T14N R85W Section 9. The site is 150 m by 70 m. It was initially recorded in 2010.

Bid Item 03:

· There are two (2) site evaluations (full site re-record) need for sites 48CR5017 and 48CR5018 that will need to be bid on for this Task Order as defined in section C.6.2.5 5 of the Performance Work Statement.

1) Site 48CR5017 is an historic portable sawmill site that was recorded in 1990. The site is in T15N R85W Section 34. It is approximately 20m2 in area.

2) Site 48CR5018 is an historic cabin and outhouse that was recorded in 1990. The site is in Section 4 of T14N, R85W, and is approximately 20m2 in area.

Special Considerations:

Supplemental Information is included with this package via E-mail. All questions must be directed to the Contracting Officer (CO). Contact the CO with any questions or if larger maps are needed.

Request for Pricing (EPrice) cover sheet is due to the CO by the same response Date & Time of IDIQ Solicitation.

If the contractor cannot meet the “Desired Start Date” and the “Contract Completion Time” identified in the Task Order, an alternate schedule must accompany your pricing (address under “Comments” section below). Contractors are required to provide pricing on every Task Order. The contractor’s ability to meet the “Desired Start Date” and the “Contract Completion Time”, is an evaluation factor considered in the procedures used for deciding upon final award of a task order.
