About this file
The Supplemental Federal Provisions & Clauses document is a six-page file issued by the City of Cheyenne, Wyoming, detailing federal contract requirements for the Clear Creek Inline Stormwater Detention Facility project. The document outlines mandatory federal provisions for contractors, including compliance with the Uniform Administrative Requirements (2 C.F.R. Part 200), specific procurement standards, competition guidelines, and regulations for contracting with small and minority businesses. Proposers are required to complete and return all six pages of the document with their technical proposal, with failure to do so resulting in proposal rejection.
The document includes critical certifications related to federal funding, including provisions on lobbying restrictions, debarment and suspension, and environmental policy compliance. Contractors must certify they have not used federal funds to influence government officials, are not currently suspended or debarred from federal contracts, and will comply with environmental protection laws such as the Clean Air Act and Clean Water Act. The provisions apply to contracts exceeding specific monetary thresholds and require detailed disclosures about any potential suspension, debarment, or legal actions against the proposing entity, with potential civil penalties for non-compliance.
