About this file
This is a supplemental construction specifications document for the Noah and Wilcox East AML Reclamation Project (Bid No. IA-113-363), a state and local contract opportunity in Marion County, Iowa. The project involves comprehensive reclamation work including site clearing and preparation, impoundment treatment, sediment and erosion control, earthwork and rough grading, drainage system installation, subgrade preparation, fencing, and permanent seeding. Key specifications include GPS machine control recommendations, corrugated metal pipe (CMP) riser installations with specific perforation requirements on both Marion County and Rachel Gullick property parcels, meandered channel construction with wing dikes, tile and pipe installation with 30-day settlement waiting periods for fills exceeding 10 feet, deep ripping to 24-inch depths in designated tree planting zones, and field fencing installation. The engineer of record is Anthony J. Harbaugh, P.E., with Shive-Hattery, Inc., located in West Des Moines, Iowa. The specifications reference standard construction specifications updated June 2026 across multiple sections including field engineering, mobilization, impoundments, drainage systems, and permanent seeding operations.
The supplemental specifications establish detailed material requirements and application rates for the project, including agricultural lime applications of 25 tons ECCE per acre for subgrade preparation and 5 tons ECCE per acre for seeding, nitrogen at 50 pounds per acre, phosphorus at 100 pounds per acre, and potassium at 160 pounds per acre. Seed mixes specified include the Standard AML Low-Diversity, High-Seed-Rate Native Seed Mix at 44.85 pounds PLS per acre, wetland fringe seed mix at 21.6 pounds PLS per acre, and cover crop options including oats, winter wheat, and cereal rye at specified rates. Contractor responsibilities include hiring a licensed Iowa land surveyor for property corner post verification, providing cellular phone communication capabilities, conducting minimum composite water sampling in two rounds prior to and following any required water treatment, and maintaining terrace flowlines. All maintenance work is considered incidental to the project with no additional costs to the Division, and contractors must coordinate specific installation timing with the Engineer and Division, particularly for terrace riser sealing and meandered channel final grading operations.
