About this file

This document is a supplemental clauses section from a Department of the Air Force contract solicitation.

The Ombudsman clause establishes an independent ombudsman resource to facilitate resolution of concerns from offerors and potential offerors regarding this acquisition. The ombudsman, Mr. Robert Surrey at AFICC OL AMC (Scott AFB, Illinois), maintains strict confidentiality regarding concern sources and does not participate in proposal evaluation, source selection, or protest adjudication. Interested parties must first address concerns directly to the contracting officer before consulting the ombudsman. Consulting an ombudsman does not extend timelines for other processes such as bid protests or GAO appeals. Unresolved concerns may be escalated to the Department of the Air Force ombudsman at the Associate Deputy Assistant Secretary (ADAS) office in Washington DC. The ombudsman holds no authority to render binding decisions. Inquiries regarding solicitation copies, offer due dates, or technical requirements must be directed to the contracting officer, not the ombudsman.

The Elimination of Use of Class I Ozone Depleting Substances clause prohibits contractors from providing services or products requiring Class I ODS in testing, operation, or maintenance, or establishing test/operation/maintenance requirements that can only be met using Class I ODS. The Air Force identifies specific products as Class I ODS, including halons (1011, 1202, 1211, 1301, 2402), various chlorofluorocarbons and their blends, carbon tetrachloride, methyl chloroform, and methyl bromide. The Contractor Access to Department of the Air Force Installations clause requires contractors to obtain base identification and vehicle passes for personnel making frequent visits, wear identification badges, submit access requests with personnel details, comply with security procedures and emergency notification system requirements, and return all credentials upon contract completion or personnel termination.
