This document is an Addendum to FAR 52.212-1, providing instructions to offerors for submitting offers on commercial products and commercial services solicitations.

Offerors must submit signed and dated offers to the designated office by the exact deadline specified in the solicitation. The Government will award the contract to the responsible offeror whose conforming offer is most advantageous to the Government, considering price and other evaluation factors. Offers must include: the solicitation number; receipt deadline; offeror's name, address, and phone number (both company and representative); a technical description of items offered with sufficient detail to evaluate compliance; express warranty terms; price breakdown of requested items; price and discount terms; remit-to address if different from mailing address; current SAM.gov registration information including a mandatory CAGE Code and optional DUNS number; completed FAR 52.212-3 representations and certifications; acknowledgment of solicitation amendments; and past performance information when included as an evaluation factor. Offers failing to furnish required representations, information, or rejecting solicitation terms and conditions may be excluded from consideration. Offerors must hold prices firm for a minimum of 60 calendar days from the offer receipt date, unless a different period is specified in an addendum. Vendors may voluntarily provide additional time. Offers must clearly display the expiration date of the price quote.
