About this file

This is a Statement of Work (SOW) for a geotechnical survey at Little Rock Air Force Base (LRAFB), Building 618 Fuselage Trainer, dated 11 May 2026. The contractor must conduct a geotechnical investigation to identify the cause of apparent settling and cracking in CMU blocks at the facility. The work involves performing two exploratory soil borings (BU-1 and BU-2) at specified locations, each to a depth of 20 feet, using conventional truck-mounted or skid-mounted drill rigs. The contractor must provide all labor, materials, equipment, and expertise necessary to complete the investigation. A USACE Geotechnical Engineer must be present during all drilling and sampling operations. Upon reaching the expansive clay layer, continuous sampling using thin-walled Shelby tubes per ASTM D1587 for a full 20 feet is required. Samples must be properly sealed with non-shrinking wax and end caps, transported upright, and protected from temperature extremes. Boreholes must be properly abandoned and backfilled with cement-bentonite grout via tremie pipe. Final boring locations and elevations shall be surveyed, and site surfaces patched to match existing conditions.

Laboratory testing must be performed by a USACE-validated geotechnical laboratory within 100 miles of Jacksonville, Arkansas. Testing must conform to USACE EM 1110-2-1906 and include ASTM D4546 (one-dimensional swell or collapse), ASTM D4318 (liquid and plastic limits), ASTM D2216 (moisture content), ASTM D1293 (pH of water), and ASTM D1253 (residual chlorine). The contractor must obtain a digging permit from Mike Worthington (501-987-2048) two to three weeks prior to drilling and must call Arkansas 811 forty-eight hours before beginning work to mark utilities. The contractor is responsible for locating and preventing damage to known utilities, with repair costs borne by the contractor at no additional cost to the government. Deliverables include core samples due 25 days after contract award and a comprehensive survey report with boring logs and laboratory data due 40 days after contract award. The overall period of performance is 40 days from the award date. The project manager is Randy Shelden, PE, at 870-365-6003 or James.shelden@us.af.mil.

Statement of Work for

Geotechnical Survey at LRAFB, B618 Fuselage Trainer

1.0 SCOPE. The purpose of this Statement of Work is to obtain Geotechnical information at the Fuselage Trainer, B618 at LRAFB. to identify cause of apparent settling cracking in the cmu blocks. The Geotechnical survey shall include a minimum of 2 soil bores located as shown on Figure below. Only green bores labeled BU-1 and BU-2 are required. The contractor will provide all labor, materials and equipment needed to perform this work.

1.1 Background. Geotechnical information is required to identify cause of apparent settling cracking in the CMU blocks. The Geotechnical survey shall include a minimum of 2 soil bores located as shown on Figure below. Only green bores labeled BU-1 and BU-2 are required.

See attached PDF for full size drawing.

LOCATION MAP

1.2 Location. The Geotechnical Surveys shall be obtained at LRAFB, B618 Fuselage Trainer.

Detailed Scope of Work. Based on recent observations of structural distress at the facility, it appears the existing foundation design may not be adequately mitigating heave from the underlying expansive soils. To address this and determine the appropriate remediation, Little Rock District recommends a supplemental geotechnical investigation.

Exploratory soil borings shall be conducted utilizing a conventional truck-mounted or skid-mounted drill rig (as space allows) for drilling, sampling, and abandonment of the boreholes. The field exploration will require two borings: one to serve as a control, and a second positioned near the suspected heaving location. Prior to drilling, Little Rock District will review the facility's as-built drawings to ensure the GPS field-marked boring locations do not interfere with or damage the existing rammed aggregate piers. USACE will physically mark the boring locations in conjunction with the LRAFB. All site work must comply with the USACE Safety and Health Requirements Manual (EM 385-1-1) and USACE EM 1110-1-1804 (Geotechnical Investigations). Drilling/sampling shall be performed in the presence of a USACE Geotechnical Engineer at all times. Once the drilling hits the expansive clay layer, the driller shall switch immediately to continuous sampling using thin-walled Shelby tubes (ASTM D1587) for a full 20 feet. Tubes must be properly sealed immediately upon recovery (e.g., with non-shrinking wax and end caps) to preserve in-situ moisture and transported upright and protected from extreme temperatures. Upon completion, boreholes must be properly abandoned and backfilled with cement-bentonite grout via tremie pipe to ensure the boreholes do not act as conduits for future surface water infiltration. Final boring locations and elevations shall be surveyed. Site surfaces must be patched to match existing conditions.

Shipping and handling of undisturbed samples must be minimized to prevent disturbance of the samples prior to testing. A USACE validated geotechnical laboratory capable of performing the required tests within 100 miles of the job site in Jacksonville, AR shall be used. Lab personnel shall extrude undisturbed samples at the lab, where a USACE geotechnical engineer shall visually classify and assign the exact number of the following tests accordingly.

Laboratory testing must conform to USACE EM 1110-2-1906 (Laboratory Soils Testing). To quantify the mechanical properties and remaining swell potential of the clay, the following suite of tests shall be completed:

• ASTM D4546 (Standard Test Methods for One-Dimensional Swell or Collapse of Soils)

• ASTM D4318 (Standard Test Methods for Liquid Limit, Plastic Limit, and Plasticity

Index of Soils)

• ASTM D2216 (Standard Test Methods for Laboratory Determination of Water

(Moisture) Content of Soil and Rock by Mass)

• ASTM D1293 (Standard Test Methods for pH of Water

• ASTM D1253 (Standard Test Method for Residual Chlorine in Water)

Please see the attached approximate boring plan for locations of exploration in green.

1.3 Digging permits. A digging permit will have to be accomplished at each location prior to performing the soil borings. Contact Mike Worthington two to three weeks prior to doing soil bores at 501-987-2048.

1.4 Existing Utilities:

The Contractor shall notify the utility company of proposed locations and times of excavations and other utility work to ensure smooth coordination of all operations.

1. The Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, the Contractor shall repair the utility at no additional cost to the Government.

2. The contractor must call “Arkansas 811” 48 hours prior to beginning work. Anyone that will be disturbing the ground is required to contact Arkansas 811. Examples include planting a tree, building a fence, installing a swimming pool, placing a mailbox post, concrete work, driveway work, ditch work, etc. This applies to all homeowners, government agencies, plumbers, farmers working within the ROW, and many more.
