About this file
This is a Supplemental Bidder Attestation form issued by the Rhode Island Division of Purchases in accordance with R.I. Gen. Laws 37-2-13.1(b) for use in the Rhode Island Emergency Management Agency's Alert, Warning, and Notification (AWN) system procurement. The form requires authorized representatives of bidding entities to certify that the bidder, its parent corporation, subsidiaries, affiliates, and subcontractors do not have conflicts of interest as defined in Rhode Island Title 36, Chapter 14 with any official, officer, or agency responsible for the Request for Proposal. Additionally, bidders must attest that they did not materially participate in or receive consultation regarding the requirements, technical aspects, or formation of the RFP, and that the procurement does not involve any audit, examination, independent verification, review, or evaluation of the bidder's work, financials, or operations performed for the State. The form includes fields for the vendor or entity name, authorized signatory information, solicitation number and title, and execution date.
The attestation clarifies that merely being a current or past state vendor does not automatically create a conflict of interest requiring preclusion from bidding. Additionally, formal responses to any prior Request for Information (RFI) issued by the Division of Purchases do not constitute participation or consultation that would disqualify a vendor from competing on a subsequent RFP. This supplemental form is mandatory for all bidders responding to the Alert, Warning, and Notification system procurement with a proposal deadline of December 2, 2026.

1 A “conflict of interest” occurs when private interests or relationships interfere in any way with the interests of the
State. Simply being a current vendor or a past vendor of the State does not in itself cause a conflict requiring preclusion. Additionally, formal responses to a Request for Information (RFI) issued by the Division of Purchases does not constitute “participation” or “consultation” with respect to a future RFP and does not disqualify a vendor from future participation from a subsequent RFP.
