About this file

This is a substance abuse testing standards document associated with a Request for Proposal issued by Seminole County, Florida for comprehensive Fire Department Physician Services. The RFP (RFP-5187-26/RLH) seeks qualified medical providers to deliver annual hands-on physicals for over 500 existing Fire Department employees, along with pre-employment physicals, return-to-work physicals, and respirator use evaluations. Services must comply with NFPA Standard 1582 and include comprehensive testing components incorporating the drug screening analytes and concentration thresholds outlined in the substance abuse testing document, which specifies initial test and confirmatory test levels for marijuana metabolites, cocaine metabolites, opioids, phencyclidine, amphetamines, and MDMA. Physicals must be conducted within 30 miles of Fire Department Headquarters at 150 Eslinger, Sanford, Florida 32773, with blood work collected at a designated central county location. Proposals are due electronically by 2:00 pm on March 25, 2026, with questions accepted until 5:00 pm on March 13, 2026. The initial contract term is three years with options for renewal for two successive one-year periods and a possible additional one-year extension upon mutual agreement, subject to a three-month probationary period.

Compensation is structured on a fixed-fee basis according to the price schedule provided by the County, with monthly invoice submission to the Director of County Comptroller's Office and payment processing under Florida's Prompt Payment Act. The County does not identify specific budget allocations, set-asides for disadvantaged enterprises, or incumbent vendors, and reserves the right to purchase any, all, or none of the requirements with price redeterminations permitted during renewal terms based on documented changes in wages, fuel, or materials. Qualified respondents must be fully licensed and certified in Florida and maintain comprehensive insurance coverage including workers' compensation ($1,000,000 employers' liability), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), business automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000 per occurrence/$2,000,000 aggregate), and cyber liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), with Seminole County named as an additional insured. Proposals will be evaluated on qualifications and certifications (25 points), experience (25 points), understanding and approach (25 points), and pricing (25 points), with the County reserving the right to conduct interviews and presentations prior to award.
