About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida's Request for Proposals RFP-26-083 for comprehensive tree-related and arboricultural services. The procurement solicits proposals for furnishing, delivering, and installing 20 tree species in three container sizes (30-gallon, 45-gallon, and 60-gallon), seven understory plant varieties, and bulk landscape materials including washed shell, pea gravel, and boulders, along with ancillary services such as tree relocation, planting, pruning, staking, mulching, watering, and emergency storm-related care on an as-needed basis. The initial contract term is three years with a potential one-year renewal option. Questions must be submitted by March 3, 2026 at 12:00 p.m., with City responses due by March 10, 2026 at 3:00 p.m. Proposals are due by March 24, 2026 at 3:00 p.m. through the City's online bidding portal as continuous PDF documents. Evaluation and shortlisting is scheduled for April 8, 2026 at 9:00 a.m., with City Council award recommendation anticipated on April 16, 2026.

The estimated annual expenditure is approximately $250,000, though this figure is stated as an estimate only and may vary based on actual City needs. The Subcontractor Utilization Plan requires proposers to demonstrate intent to use Small Business Enterprises (SBEs), Women Business Enterprises (WBEs), Veteran Owned Businesses, and Minority Business Enterprises (MBEs) in the Tampa Bay Region and to describe efforts in engaging and reducing barriers to participation through outreach, education, mentorship, and process changes. Participation in these categories is voluntary with no minimum participation level mandated as a condition for contract award. There are no mandatory set-asides or restrictions on respondent eligibility, and no incumbent vendors are identified. The City actively encourages participation from certified SBEs and MWBEs. Evaluation criteria are weighted as follows: vendor qualifications and capability (35 percent), technical approach and capacity (25 percent), cost analysis (25 percent), and business outreach plan (15 percent). Qualified vendors must possess current Florida business registration and maintain specified insurance coverage including commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, workers' compensation insurance as required by Florida law, and professional liability/errors and omissions coverage of $1,000,000 per occurrence. The City intends to award to multiple vendors.

Contractor Name:

Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.

Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.

The small/veteran/minority/women business goals set forth herein are voluntary.
