About this file

The Subcontractor Utilization Plan is a form required by the City of St. Petersburg for the Tree Related Services RFP-26-083 procurement. This document requests that proposers identify their intent to utilize Small Business Enterprises (SBEs), Women Business Enterprises (WBEs), Veteran Owned Businesses, and Minority Business Enterprises (MBEs) within the Tampa Bay Region for the delivery of arboricultural and landscape services, including furnishing, delivering, and installing 20 tree species in three container sizes (30-gallon, 45-gallon, and 60-gallon), seven understory plant varieties, and bulk landscape materials such as washed shell, pea gravel, and boulders, along with ancillary services including tree relocation, planting, pruning, and emergency storm-related care. Proposals must be submitted by March 24, 2026 at 3:00 p.m., with evaluation and shortlisting scheduled for April 8, 2026 and City Council award recommendation anticipated on April 16, 2026. The initial contract term is three years with a potential one-year renewal option.

The Subcontractor Utilization Plan requires proposers to describe their efforts in engaging and reducing barriers to participation by diverse business enterprises through outreach, education, mentorship, and process changes. Participation in small, veteran, minority, and women business enterprise categories is entirely voluntary with no minimum participation level required as a condition for contract award, and proposers will not be considered non-responsive for submitting a plan with zero diverse business participation. The City encourages proactive engagement with diverse business enterprises and requests documentation of past performance in subcontractor utilization on projects completed within the last three years. The estimated annual expenditure is approximately $250,000, though this figure may vary based on actual City needs and demand for services. The City intends to award to multiple vendors determined to provide the most advantageous proposal based on price and established evaluation criteria, with no mandatory set-asides or restrictions on respondent eligibility.
