Participation in the Subcontractor Utilization Plan is entirely voluntary with no minimum level of small, veteran, minority, or women business enterprise participation required as a condition for contract award; proposers will not be deemed non-responsive if they submit a zero participation amount. The City encourages but does not mandate diverse business participation. Compensation will be determined through lump sum or not-to-exceed fee structures established in individual Task Orders, with fees inclusive of all out-of-pocket expenses and no specific budget range disclosed. Current incumbent vendors being notified include AECOM Technical Services, Booth Design Group, Chen Moore-Maitland, and Kimley-Horn. Work will be funded by the City of St. Petersburg or external agencies including the Southwest Florida Water Management District, Florida Department of Transportation, Florida Department of Environmental Protection, and the U.S. Environmental Protection Agency. Qualified respondents must be registered with the Florida Department of State Division of Corporations, maintain appropriate Florida professional licenses, comply with Florida E-Verify requirements, and carry $1,000,000 Commercial General Liability and $1,000,000 Commercial Automobile Liability insurance with Workers' Compensation coverage.

Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.
Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.
The small/veteran/minority/women business goals set forth herein are voluntary. Proposers will not be considered non-responsive if the Subcontractor Utilization Plan has a zero small/veteran/diverse business participation amount. The City, however, encourages proposers to be proactive in engaging small/veteran/minority/women business enterprise participation. No minimum level of small/veteran/ minority/women business enterprise participation is required as a condition for receiving a Contract award.
