About this file

This is a Subcontractor Utilization Plan form prepared for the City of St. Petersburg, Florida in connection with a Landscape Architect Services contract opportunity. The form requires proposers to demonstrate their commitment to engaging small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) located in the Tampa Bay Region. Proposers must describe their specific efforts in outreach, education, mentorship, and process improvements designed to reduce barriers to participation and increase diverse business participation in the contract.

The subcontractor utilization goals are voluntary, and proposers are not required to achieve any minimum level of small, veteran, minority, or women business enterprise participation to be considered responsive or to receive a contract award. However, the City encourages proactive engagement with diverse business enterprises. Proposers must complete a table identifying anticipated percentages of contract amounts and specific subcontractors in each category: SBE, WBE, Veteran Owned Business, and MBE. No minimum participation thresholds or mandatory set-asides are established as conditions for contract award.
