About this file
This is a Subcontractor Utilization Plan document related to the City of St. Petersburg, Florida's procurement for a Biochemical Oxygen Demand (BOD/CBOD) Automated Analyzer system for the Water Resources Department. The project seeks to automate the city's current manual BOD/CBOD analytical laboratory operations, which are performed in-house for compliance with Florida Department of Environmental Protection (DEP) permitting requirements for Water Reclamation Facilities, Industrial Pretreatment Program (IPP), and SWAMP compliance. The automated system will replace the existing labor-intensive process that involves manual sample preparation, aliquoting, reagent addition, dissolved oxygen (DO) measurement, five-day incubation periods, final analysis, and data recording in the Laboratory Information Management System (LIMS). The analytical system must support processing of 30 to 60 samples per batch and operate continuously seven days per week, 365 days per year to meet the city's ongoing laboratory testing demands.
The Subcontractor Utilization Plan documents the vendor's proposed approach to subcontracting arrangements for this instrumentation and technology procurement. The plan establishes the framework for identifying qualified subcontractors, defining their roles and responsibilities in system implementation and support, and ensuring compliance with any applicable subcontracting requirements set forth by the City of St. Petersburg. This planning document would outline the vendor's commitment to utilizing subcontractors where appropriate for specialized services such as installation, validation, training, or ongoing maintenance support for the automated BOD/CBOD analyzer system.

Form C Subcontractor Utilization Plan Project ID:
Contractor Name:
Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.
Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.
The small/veteran/minority/women business goals set forth herein are voluntary. Proposers will not be considered non-responsive if the Subcontractor Utilization Plan has a zero small/veteran/diverse business participation amount. The City, however, encourages proposers to be proactive in engaging small/veteran/minority/women business enterprise participation. No minimum level of small/veteran/ minority/women business enterprise participation is required as a condition for receiving a Contract award.
