About this file

This is a Subcontractor Summary worksheet for the City of St. Petersburg, Florida, designed to document and track subcontractor information for municipal construction and service projects. The worksheet serves as a mandatory submission requirement accompanying all bids and establishes the framework for identifying subcontractors, their trades, and associated contract amounts. Up to 80 percent of contract work may be subcontracted for shelter-related projects, with subcontractors classified as either first or second tier entities. The document requires bidders to provide complete legal names, primary business addresses, employee contact information for project supervision, trade classifications, and subcontract amounts for all intended subcontractors. Subcontractors may not be substituted or changed after award and pre-construction meeting unless specific circumstances exist, including contractor failure to execute contracts, licensing deficiencies, bankruptcy or insolvency, ineligibility to perform work, performance refusal, substantial unsatisfactory work quality, or significant project delays.

Small Business Enterprise (SBE) and Minority/Women Business Enterprise (MWBE) subcontractors designated to meet percentage requirements must be replaced with other SBE or MWBE contractors if substitution becomes necessary, unless the prime contractor demonstrates compliance through alternative means. The worksheet includes provisions for tracking additions and deletions of subcontractors with documented reason codes corresponding to the seven permissible substitution circumstances. All requested modifications to the subcontractor list must be submitted in writing to the City's Procurement & Supply Management department, specifically to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org. Restrictions on subcontracting percentages and multi-tier subcontractor limitations do not apply to Federal-Aid Project (FDOT LAP) or federally funded projects. The worksheet was last revised in January 2020 and applies to the City's shelter-related procurement activities.
