About this file

This is a Subcontractor Utilization Plan form (Form C) for the City of St. Petersburg, Florida, related to the Deuces Rising Townhomes Buyer Inspections project. The City of St. Petersburg is seeking qualified firms to perform independent third-party residential inspections for twenty-four (24) newly constructed townhome units located in the 2200 block of Fairfield Avenue South. The inspections shall be consistent with standard pre-purchase home inspection practices, identify visible construction defects or other concerns, and include separate written reports for each unit. Inspections are anticipated to occur over approximately two weeks during late June or early July.

The Subcontractor Utilization Plan requires proposers to demonstrate intent to use minority, women, veteran, and small businesses in the Tampa Bay Region and to describe their efforts in engaging and reducing barriers to participation by small, veteran, minority, and women business enterprises through outreach, education, mentorship, and process improvements. Participation goals for Small Business Enterprises (SBE), Women Business Enterprises (WBE), Veteran Owned Businesses, and Minority Business Enterprises (MBE) are voluntary, with proposers required to identify anticipated percentages of contract amounts and list anticipated subcontractors in applicable categories. Notably, proposers will not be considered non-responsive if the plan shows zero small, veteran, or diverse business participation, and no minimum participation level is required as a condition for contract award, though the City encourages proactive engagement with these business categories.
