About this file
This is a Subcontractor Summary worksheet instruction document issued by the City of St. Petersburg for a sheltered contract opportunity related to the Deuces Rising Townhomes Buyer Inspections project. The City of St. Petersburg is seeking qualified firms to perform independent third-party residential inspections for twenty-four (24) newly constructed townhome units located in the 2200 block of Fairfield Avenue South. Inspections shall be consistent with standard pre-purchase home inspections, identify visible construction defects or other concerns, and include separate written reports for each unit. Inspections are anticipated to occur over approximately two (2) weeks during late June or early July. The worksheet must be completed and submitted with the bid and reflects that up to 80 percent of the contract work may be subcontracted.
Prime contractors must identify all intended subcontractors on the worksheet, including their complete legal names, primary business addresses, and responsible employee contact information, along with the specific trade classifications and subcontract amounts. Subcontractors may not be changed or substituted after contract award except for specified reasons including failure to execute contracts, lack of appropriate licensing, bankruptcy or insolvency, ineligibility, failure to perform, substantially unsatisfactory work, or substantial project delays. Small Business Enterprise (SBE) subcontractors used to meet SBE percentage requirements must be replaced with other SBE subcontractors if substitution becomes necessary, unless the prime contractor demonstrates that SBE requirements are being met through alternative means. Requests for subcontractor changes must be submitted in writing to the City's Procurement & Supply Management office, Attention: Contracts Compliance Manager at Stephanie.Swinson@stpete.org.
