About this file

This is a Subcontractor Utilization Plan form (Form C) issued by the City of St. Petersburg, Florida, for a procurement solicitation regarding five Panametrics AT600 Ultrasonic FlowMeters for the Southwest Water Reclamation Facility. The solicitation was released on March 25, 2026, with a deadline for submittal questions on March 30, 2026, and a final submission deadline of April 3, 2026, at 12:00 p.m. All submittals must be submitted electronically through the OpenGov Procurement portal, with equipment to be delivered to 3800 54th Ave S, St. Petersburg, FL 33711. The equipment must meet specific technical specifications including the AT6-C1-CR05-48IN-4-1AAT01E-0 configuration with a clamp-on system, C-RS transducer operating at 0.5 MHz, 48-inch pipe sizing capacity, 100-foot transducer cable, and both analog (4-20mA) and digital output capabilities. The contract will be awarded to a single vendor, and a twelve-month warranty on all goods is required following City acceptance.

The reference pricing point is approximately $7,154.40 per unit, suggesting a total procurement value in the range of $35,772 to $40,000 for five units including freight and delivery. The Subcontractor Utilization Plan encourages voluntary participation by Small Business Enterprises (SBEs), Women Business Enterprises (WBEs), veteran-owned businesses, and Minority Business Enterprises (MBEs) in the Tampa Bay Region; however, such participation is voluntary and non-binding, and proposers will not be deemed non-responsive for submitting zero participation. Vendors must maintain minimum insurance coverage of one million dollars in commercial general liability per occurrence and one million dollars in commercial automobile liability, with the City named as an additional insured and thirty days' notice of cancellation or material changes required. Preferred qualifications include a minimum of two years of experience providing flow meters and the ability to obtain required insurance coverage. Vendors are required to be registered with the Florida Department of State Division of Corporations, provide three references, and comply with E-Verify requirements under Florida Statute 448.095.

Form C Subcontractor Utilization Plan Project ID:

Contractor Name:

Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.

Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.

The small/veteran/minority/women business goals set forth herein are voluntary. Proposers will not be considered non-responsive if the Subcontractor Utilization Plan has a zero small/veteran/diverse business participation amount. The City, however, encourages proposers to be proactive in engaging small/veteran/minority/women business enterprise participation. No minimum level of small/veteran/ minority/women business enterprise participation is required as a condition for receiving a Contract award.
