About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, designed to encourage proposers to demonstrate their intent to engage small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) in the Tampa Bay Region. The form requires proposers to describe their efforts in engaging these business categories and reducing barriers to participation through outreach, education, mentorship, and process improvements. Proposers must specify the anticipated percentage of contract amount allocated to each business category and list all anticipated subcontractors accordingly. The submission deadline for quotes is April 3, 2026, at 12:00 p.m., with all submittals required through the OpenGov Procurement portal. Equipment delivery must be to 3800 54th Ave S, St. Petersburg, FL 33711, with a question deadline of March 30, 2026. The contract will be awarded to a single vendor, and the term includes a twelve-month warranty on all goods following City acceptance.
Participation by SBEs, WBEs, veteran-owned businesses, and MBEs is entirely voluntary and carries no minimum requirements or binding commitments. Proposers submitting zero participation from these business categories will not be deemed non-responsive. The estimated procurement value ranges from $35,772 to $40,000 for five Panametrics AT600 Ultrasonic FlowMeters, based on reference pricing of approximately $7,154.40 per unit from a January 23, 2026 vendor quote. Vendors must maintain minimum insurance coverage of one million dollars in commercial general liability per occurrence and one million dollars in commercial automobile liability, with the City named as an additional insured. All vendors must be registered with the Florida Department of State Division of Corporations, provide three references, and comply with E-Verify requirements under Florida Statute 448.095.
