About this file
This is a Subcontractor Utilization Plan form issued by the City of St. Petersburg, Florida, for state and local contract opportunities. The form requires proposers to demonstrate their intent to engage small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) located in the Tampa Bay Region. Proposers must articulate their efforts in reducing barriers to participation by these business categories through outreach, education, mentorship, and process improvements. The specific contract opportunity involves supplying five (5) Panametrics AT600 Ultrasonic FlowMeters to the Southwest Water Reclamation Facility located at 3800 54th Ave S, St. Petersburg, Florida. The solicitation was released on March 25, 2026, with a deadline for submittal questions on March 30, 2026, and a response deadline of April 3, 2026, at 12:00 p.m. All submittals must be submitted electronically through the OpenGov Procurement portal. The equipment must meet specific technical specifications including the AT6-C1-CR05-48IN-4-1AAT01E-0 configuration with a clamp-on system, C-RS transducer at 0.5 MHz, 48-inch pipe sizing capacity, and both analog and digital output capabilities. The contract will be awarded to a single vendor, with delivery to the specified location.
The reference pricing point is approximately $7,154.40 per unit, suggesting a total procurement value between $35,772 and $40,000 for five units including freight and delivery. Participation by SBEs, WBEs, veteran-owned businesses, and MBEs in the Subcontractor Utilization Plan is entirely voluntary and non-binding, with proposers not deemed non-responsive for submitting zero participation from these categories. Vendors must be registered with the Florida Department of State Division of Corporations, provide three references, and comply with E-Verify requirements. Insurance requirements include a minimum of one million dollars in commercial general liability per occurrence and one million dollars in commercial automobile liability, with the City named as an additional insured and thirty days' notice required for cancellation or material changes. The award includes a twelve-month warranty on all goods following City acceptance, with non-negotiable contract terms governed by Florida law.
