About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to a competitive solicitation for Homeownership Education Counseling and Foreclosure Prevention Counseling Services. The plan requires proposers to demonstrate their intent to engage minority, women, veteran, and small businesses located in the Tampa Bay Region. Proposers must articulate their outreach efforts and strategies for reducing barriers to participation by these business categories, including initiatives in education, mentorship, and process improvements designed to increase diverse business participation in the project.
The subcontractor utilization goals are voluntary, and proposers are not required to commit any percentage of contract work to small business enterprises (SBE), women business enterprises (WBE), veteran-owned businesses, or minority business enterprises (MBE) to be considered responsive. The form instructs proposers to identify anticipated percentages of contract amounts and list specific subcontractors in each applicable category. No minimum diverse business participation threshold is mandated as a condition for contract award, though the City encourages proactive engagement with small, veteran, minority, and women-owned business enterprises.
