About this file

This is a Subcontractor Summary worksheet issued by the City of St. Petersburg, Florida, establishing guidelines for subcontractor utilization on shelter-related projects. The document serves as the template and instructions that bidders must complete and submit with their proposals. According to the worksheet, up to 80% of the contract work may be subcontracted for shelter projects. Bidders are required to identify all intended subcontractors by providing their legal names, primary business addresses, contact information for project supervisors, trade classifications, and subcontract amounts. The worksheet emphasizes that subcontractors cannot be changed or substituted after the prime contractor is awarded and the pre-construction meeting is held, except under specific circumstances including failure to execute contracts, lack of appropriate licensing, bankruptcy, ineligibility, poor performance, or substantial project delays. Small Business Enterprise (SBE) subcontractors used to meet SBE percentage requirements must be replaced with other SBE subcontractors if substitution becomes necessary, unless the prime contractor demonstrates that SBE requirements are being met through alternative means.

The document includes a detailed legend of seven specific reasons (labeled A through G) for which subcontractor changes may be approved, with requests for substitutions requiring written submission to the City's Procurement & Supply Management division, specifically to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org. The worksheet requires entry of the total subcontract amount, contract amount, and the calculated amount allowed to be subcontracted. The instructions note that restrictions on subcontracting percentages and multi-tier subcontractor use do not apply to FDOT LAP or federally funded projects. Bidders must complete the worksheet with detailed information about each subcontractor's SBE or MWBE status and identify whether each is a first or second-tier subcontractor, with only these two tiers permitted unless the contract documents specify otherwise.
