About this file

This file is a Subcontractor Summary Worksheet and Instructions provided by the City of St. Petersburg, Florida, for use in the procurement of equipment and services. The worksheet serves as a mandatory document to be submitted with bid proposals and outlines the framework for subcontractor utilization on City projects. The instructions establish that subcontractors may comprise up to 80% of contract work for shelter-related projects and require bidders to provide comprehensive information on all intended subcontractors, including their legal names, business addresses, contact information, and the specific trades or services they will provide. Subcontractor substitutions are restricted after contract award and the pre-construction meeting, with changes permitted only under specific circumstances such as failure to execute contracts, lack of appropriate licensing, bankruptcy, ineligibility, poor performance, or substantial project delays.

The worksheet emphasizes strict compliance with subcontracting requirements, particularly regarding Small Business Enterprise (SBE) and Minority/Women Business Enterprise (MWBE) subcontractors used to meet designated participation percentages. If an SBE subcontractor is replaced, it must be substituted with another SBE subcontractor unless the Prime Contractor demonstrates that SBE requirements are being met through alternative means. All requests for subcontractor changes must be submitted in writing to the City's Procurement & Supply Management office, specifically to the Contracts Compliance Manager. The worksheet includes provisions for tracking subcontractor additions and deletions with reason codes, and notes that restrictions on subcontracting percentages and multiple-tier subcontractors do not apply to FDOT LAP or federally funded projects.
