About this file
This is a subcontracting qualifications document referencing JCAR Title 44 Section 1.4545(g) requirements for the State of Illinois. The document outlines the regulatory framework governing subcontracting practices for small businesses awarded contracts through small business set-aside procurements. The provisions establish guidelines for how prime contractors may utilize subcontractors and the conditions under which subcontracting is permitted.
Small businesses awarded contracts through small business set-aside procurements may subcontract portions of their contract to other small businesses that meet the established criteria. Additionally, small business prime contractors may subcontract up to 49 percent of the total contract value to businesses that do not meet small business qualifications. This subcontracting flexibility allows small business contractors to partner with larger firms or non-qualifying entities for up to half the contract value while maintaining the small business set-aside program's intent.
