Summary of Statement of Work: Lease of Two Commercial Structural Firefighting Apparatuses
This Statement of Work (SOW) describes the lease requirements for two commercial structural firefighting apparatuses to be provided to the 325th Civil Engineering Squadron at Tyndall Air Force Base, Florida for a six-month base period. The requirement stems from a degraded firefighting apparatus inventory due to ongoing repair activities. Each apparatus must meet specific technical specifications including a minimum 500-gallon on-board water tank, 1250 gallons per minute pump capacity, four-wheel drive diesel engine, and crew capacity for at least four firefighters with MSA G1 60-minute air pack capacity. The apparatus must comply with NFPA 1900 standards and carry at least 1000 feet of large diameter hose plus 200-foot connections of 1¾" hoses. A mid-mount pump panel is preferred but not required. All equipment must arrive in good working order with current pump and aerial certifications.
The Government will perform daily and weekly operational checks including fluid levels, engine and pump operations, leak inspections, and driving operations while maintaining logs. The lessor must acknowledge repair notifications within 48 hours, deploy a qualified repair technician on-site within 72 hours, and complete repairs within 5-7 days of parts receipt. If repairs exceed standard timelines or cannot be resolved, the lessor must provide pro-rated monthly lease adjustments or a replacement apparatus. Equipment use is restricted to trained personnel and capped at 2,000 miles per month. The lessor is responsible for developing and maintaining a quality control plan to ensure services comply with SOW requirements and to prevent defective service delivery.
