About this file
This is a Notice of Intended Decision for a sole source procurement issued by Brevard County Board of County Commissioners in Florida for the purchase of specialized mosquito control services. Brevard County's Mosquito Control Department is seeking weekly shipments of male Aedes aegypti mosquitoes sterilized by X-ray radiation from Sterile Insect Farms, Inc. The sterilized males will be released in select areas of the county to suppress wild Aedes aegypti populations through mating with wild females, resulting in infertile eggs and reducing transmission vectors for dengue and Zika viruses. The notice was posted on April 3, 2026, at 12:00 p.m., with a response deadline of April 8, 2026, at 12:00 p.m. No site visits, bidder conferences, or specific award dates are detailed in the documentation. The procurement is classified as a one-time purchase with no specified contract term length or renewal options identified.
The estimated annual contract value is $94,000.00. The sole source justification is based on the determination that Sterile Insect Farms, Inc. is the only known source capable of providing X-ray-irradiated sterilized male Aedes aegypti mosquitoes suitable for field release. Sterile Insect Farms, Inc., represented by Account Executive Brent Phelan at (678) 765-7900 or bphelan@radsource.com, is identified as the incumbent vendor. The procurement follows Florida Statutes section 287.057(5)(3)(c) and Brevard County Policy BCC-25 for sole source acquisitions. Respondents believing they can meet or exceed the requirements must provide convincing technical data; if substantially similar products or services are identified, the county may cancel this notice and conduct a formal solicitation instead. No disadvantaged enterprise designations, minority business enterprise requirements, or other organizational restrictions are referenced. The primary contact is Heather Riley at heather.riley@brevardfl.gov or 321-617-7390.
