About this file
This is a Single/Sole Source Justification and Approval Form submitted by the Brevard County Board of County Commissioners, Purchasing Services, for a mosquito control initiative. Brevard County's Mosquito Control Department requests weekly shipments of male Aedes aegypti mosquitoes sterilized by X-ray radiation from Sterile Insect Farms, Inc., a subsidiary of Rad Source Technologies, Inc. The sterilized males will be released in select areas of the county to reduce the population of Ae. aegypti through a sterile insect technique, wherein released males mate with wild females to produce infertile eggs. Aedes aegypti mosquitoes are competent vectors of diseases including Dengue and Zika. The justification indicates this is a one-time purchase with an estimated annual amount of $94,000.00, submitted on April 2, 2026.
The sole source justification is based on the determination that no other suppliers provide X-ray-irradiated sterilized male mosquitoes, making Sterile Insect Farms, Inc. the only known source capable of meeting the county's specialized needs. The document confirms that no regional distributors or alternative sources were identified. The requisition was approved by the Mosquito Control Department Requisitioner William Strittmatter, Requesting Department Director Joseph Faella, Purchasing Manager Mary Bowers, and Assistant County Manager/County Manager on April 1-3, 2026. Vendor contact is Brent Phelan, Account Executive, at (678) 765-7900 or bphelan@radsource.com.
