1.3 CONSTRUCTION FLOOD CONTINGENCY PLAN

1.3.1 General Information

The elevation of the Pipestem reservoir will vary during the construction contract depending on basin inflows and outlet works discharges. The top of the conservation pool is 1,442.0 feet Local Project Datum (LPD). The existing spillway crest elevation is 1496.3 feet LPD. For the existing spillway condition, the spillway begins to flow when the reservoir exceeds the crest elevation (1496.3 LPD). As shown in the contract drawings, the planned excavation in the spillway channel is generally limited to elevation 1486.0 feet LPD; however, some earthwork will occur as low as elevation 1442.0 feet LPD, along the spillway upstream blanket extension shown in the contract drawings. If the reservoir rises to elevation 1442.0 feet LPD or above, the limits of the work will be 2 feet above the reservoir in this area at the time of the earthwork.

Reservoir elevations and corresponding estimated annual exceedance probabilities are provided in the table below.

A cofferdam along Pipestem Creek, as shown in the drawings, will provide protection of up to 1,400 cfs from Pipestem Dam outlet works releases.

From the July 2014 Pipestem Water Control Manual, the Water Control Plan from Chapter 7 is summarized in the table below. During a high flow year, the combined releases from both Jamestown and Pipestem should not exceed 1,800 cfs. The dams are regulated together to ensure downstream evacuation of their exclusive flood control storage can occur with the least amount of downstream damages. Releases from Pipestem on typical low flow years begin June 1st, once the Jamestown Reservoir has evacuated its exclusive flood control volume, and releases continue until Sep 1st. The intent of the releases is to get the Pipestem pool elevation to 1442.5ft LPD by Sep 1st.
