High Pressure Air Flask Deliver, Unload, Install, and Floor Lagging Statement of Work (SOW)

1 – Rev D-4/22/2025

1. Scope

1.1. Portsmouth Naval Shipyard (PNS) has a need to deliver, unload, install, and floor lag a high-pressure air flask assembly at the Portsmouth Naval Shipyard in Kittery, Maine. A high-pressure air flask assembly is being requested to be delivered, unloaded, installed and lagged to the floor.

This will require the manufacturer of the high-pressure air flask assembly to be delivered to the Contractor’s place of business, and deliver, unload, install and lag the high-pressure air flask assembly to the floor on a mutually agreed date. The high-pressure air flask assembly consists of 6-individual, 5,500psi rated, compressed air cylinders enclosed in a fabricated steel frame with appropriately designed legs with integral foot pads, and process piping. The high-pressure air flask assembly has approximate overall dimensions of 9’-10” W x 6’-11 ¾” D x 24’-11 ¾”T.

The approximate weight of the high-pressure air flask assembly is 49,650lbs. See Attachment A for the detailed specification.

1.2. The building has an overhead door on the west elevation. The layout and high-pressure air flask assembly configuration will be confirmed by vendors during a site visit. Contractor will provide the appropriate truck to deliver the crane to PNSY as well as the appropriate rigging equipment to off-load, transport through the building, and install in the Shipyard defined location and orientation. See Attachment B for the detailed location within the building.

1.3. The contract type is firm fixed price (FFP).

1.4. The high-pressure air flask assembly delivery and install will be scheduled a minimum of 10-business days in advance and at least 3-business days after receipt by the contractor. The delivery and install date will be mutually agreeable to both contractor and Shipyard to facilitate required pre-arrival checks by the PNS Accident Prevention Team, engineering department review for technical acceptability, and C931 for any work impacts that may result from the evolution. Any re-scheduling will require notification at least 5-business days’ prior to scheduled delivery date and must be mutually agreed, in-writing, between the Shipyard and Contractor. Agility of schedule and a strict safety standard are imperative.

1.5. Expected turnaround time is 1-day to deliver, unload, set in place, and lag the high-pressure air flask assembly. Delivery, unloading, setting in-place, and at least partial lagging must occur on the same day with completion of lagging allowed to be completed on the next business day.

Partial lagging is defined as at least 1-floor lag installed and secured in every foot for the purposes of this SOW.

1.6. Contractor will be required to provide adequate protection to the floors and floor coatings to prevent any damage throughout the evolution.

1.7. Required floor lag type, size, quantity, and distribution will be defined by the Shipyard.

1.8. This contract is located adjacent to active work sites and requires strict adherence to PNS guidance to avoid impact to other work.

1.9. Allowable Surface loads: Loads transferred to soils and pavements shall be minimized by placement of cribbing or steel pads by placement of mats under Contractor supplied lifting equipment. Visually inspect areas adjacent to cribbing or plates and report any unusual bituminous pavement surface conditions, irregularities, or cracking to the Contracting Officer or their designee. The maximum load will be defined by the Shipyard.

1.9.1. Outriggers of rubber-tired cranes shall be landed on two layers of timbers of appropriate thickness, oriented at right angles to each other, or landed on properly designed steel pads.

Treads of crawler cranes shall run on appropriate mats. Use and design of cribbing, plates, and mats shall be in a manner consistent with general industry standards.

2. Contractor Requirements

2 – Rev D-4/22/2025

2.1. Contractor will be required to safely lift and relocate the high-pressure air flask assembly from the delivering truck/trailer either outside or inside the building at PNS. The Contractor shall provide all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation to perform all the services in accordance with this specification.

2.2. Contractor will submit the accident prevention plan to the Contracting Officer, the PNS Accident Prevention Team (APT), and PNS Code 710 engineering for review prior to mobilization to PNS in accordance with Attachment D and E, using Attachment F as a guide. Distribution to the Contracting Officer and technical point of contact on the contract satisfies this requirement.

3. Qualifications

3.1.1. See Attachment D (Chapter 11) and Attachment E for crane, operator, and rigging gear qualifications/requirements. See Attachment E, figure P-2 for entry package checklist.

3.1.2. Attachment E P-1 forms must be submitted with the contract bid.

4. Government Responsibilities

4.1. PNS will provide the required space, ensure the travel path within the building is appropriate to the needs of the Contractor, and the final install location is cleared adequately for contractor to execute this contract. The space requirements will be mutually agreed by the Shipyard and Contractor at the time of scheduling the evolution.

4.2. PNS will secure any required outages for the area as required prior to Contractor arrival.

4.3. PNS will perform all actions required for Historical Preservation prior to Contractor arrival.

4.4. PNS will review all submittals from the Contractor (including Code 106: hazardous materials handling plans, Code 710: crane removal plan, critical lift plan, fall protection plan, Code 740 APT: crane removal plan, critical lift plan, Contracting Officer: all submittals).

5. Schedule

5.1. Ordering Period: Work to start after August 1, 2025, and end by February 1, 2026. Coordinate with Contracting Officer for specific dates of performance.

5.2. All work shall be performed between the work hours of 1500 and 0100 Monday thru Friday, unless otherwise approved by Contracting Officer.

6. Security

No person not known to be an American citizen of good standing and repute shall be eligible for access to Portsmouth Naval Shipyard. Proof of citizenship is required.

6.1. To be allowed onto a government Shipyard, personnel must be US citizens and in possession of appropriate personal identification.

6.2. The Contracting Officer's Representative (COR) shall provide the vendor with the up-to-date requirements for access upon award.

6.3. All the vendor's company representative(s)/operator(s) that may be needed to support this contract must maintain appropriate qualifications to gain access to the work sites over the duration of the ordering period. This includes up-to-date Defense Biometrics Identification System (DBIDS), and possession of all necessary IDs at time of arrival for processing through security. DBIDS must be kept current throughout the life of the contract.

6.4. The Portsmouth Naval Shipyard shall not be responsible for costs incurred by the vendor because of a failed delivery (base access) due to its company representative(s) lack of insufficient paperwork required to gain access to the Portsmouth Naval Shipyard.
