1. Scope

1.1. Portsmouth Naval Shipyard (PNS) has a need to deliver, unload, install, and floor lag a high-pressure air flask assembly at the Portsmouth Naval Shipyard in Kittery, Maine. A high-pressure air flask assembly is being requested to be delivered, unloaded, installed and lagged to the floor.

This will require the manufacturer of the high-pressure air flask assembly to be delivered to the Contractor’s place of business, and deliver, unload, install and lag the high-pressure air flask assembly to the floor on a mutually agreed date. The high-pressure air flask assembly consists of 6-individual, 5,500psi rated, compressed air cylinders enclosed in a fabricated steel frame with appropriately designed legs with integral foot pads, and process piping. The high-pressure air flask assembly has approximate overall dimensions of 9’-10” W x 6’-11 ¾” D x 18’-2 ¾”T.

The approximate weight of the high-pressure air flask assembly is 50,850lbs. See Attachment A for the detailed specification.

1.2. The building has an overhead door on the west elevation. The layout and high-pressure air flask assembly configuration will be confirmed by vendors during a site visit. Contractor will provide the appropriate truck to deliver the crane to PNSY as well as the appropriate rigging equipment to off-load, transport through the building, and install in the Shipyard defined location and orientation. See Attachment B for the detailed location within the building.

1.3. The contract type is firm fixed price (FFP).

1.4. The high-pressure air flask assembly delivery and install will be scheduled a minimum of 10-business days in advance and at least 3-business days after receipt by the contractor. The delivery and install date will be mutually agreeable to both contractor and Shipyard to facilitate required pre-arrival checks by the PNS Accident Prevention Team, engineering department review for technical acceptability, and C931 for any work impacts that may result from the evolution. Any re-scheduling will require notification at least 5-business days’ prior to scheduled delivery date and must be mutually agreed, in-writing, between the Shipyard and Contractor. Agility of schedule and a strict safety standard are imperative.

1.5. Expected turnaround time is 1-day to deliver, unload, set in place, and lag the high-pressure air flask assembly. Delivery, unloading, setting in-place, and at least partial lagging must occur on the same day with completion of lagging allowed to be completed on the next business day.

Partial lagging is defined as at least 1-floor lag installed and secured in every foot for the purposes of this SOW.

1.6. Contractor will be required to provide adequate protection to the floors and floor coatings to prevent any damage throughout the evolution.

1.7. Required floor lag type, size, quantity, and distribution will be defined by the Shipyard.

1.7.1. Floor lags to be SIMPSON Strong-Tie Titen HD Heavy Duty Screw Anchor, ½” diameter, or equivalent and installed consistent with anchor manufacturer’s installation requirements.

A total quantity of 32 anchors is required, consistent with Attachment A.

1.8. This contract is located adjacent to active work sites and requires strict adherence to PNS guidance to avoid impact to other work.

1.9. Allowable Surface loads: Loads transferred to soils and pavements shall be minimized by placement of cribbing or steel pads by placement of mats under Contractor supplied lifting equipment. Visually inspect areas adjacent to cribbing or plates and report any unusual bituminous pavement surface conditions, irregularities, or cracking to the Contracting Officer or their designee. The maximum load will be defined by the Shipyard.

1.9.1. Outriggers of rubber-tired cranes shall be landed on two layers of timbers of appropriate thickness, oriented at right angles to each other, or landed on properly designed steel pads.

2 – Rev E-9/17/2025

Treads of crawler cranes shall run on appropriate mats. Use and design of cribbing, plates, and mats shall be in a manner consistent with general industry standards.

2. Contractor Requirements
