About this file

This document is a Questions & Answers document for Solicitation N3904025Q1062 involving a High Pressure Air Flask Assembly for Portsmouth Naval Shipyard. The solicitation provides key details about the equipment delivery, including that the assembly will be completely pre-assembled and delivered between November 2025 and February 2026. The naval shipyard will be responsible for building approvals, and the winning contractor will fasten the assembly to the floor upon delivery.

The Q&A document addresses several technical and logistical considerations, such as installation constraints. Specifically, the document notes challenges with building entry, indicating that the overhead exterior door into Bay 3 (measuring 12' W x 15'-11" T) is too small for certain positioning methods. Additionally, the lift points for the assembly are pending, with the shipyard awaiting updated information from the manufacturer. The document also confirms that the shipyard will check for utilities in the concrete and that the flask assembly will be installed at the existing floor level without additional leveling requirements.

Solicitation N3904025Q1062 Questions & Answers

Q1: Does the High Pressure Air Flask Assembly able to be built on site?

A1: No, it will be delivered to the awarded vendor completely assembled.

Q2: Who will be responsible for building approval?

A2: Portsmouth Naval Shipyard will be responsible for all building approval required.

Q3: Is there an anchor specification?

A3: See Statement of Work Rev 1 paragraph 1.7.1 and Attachment A Rev 1

Q4: Is Portsmouth Naval Shipyard going to check for utilities in the concrete?

A4: Yes

Q5: When will the vendor/manufacturer of the High Pressure Air Flask Assembly be provided?

A5: This information will be provided to the awardee following award.

Q6: Does the High Pressure Air Flask Assembly need to be leveled?

A6: No, it will follow the level at which the floor already is. There is no requirement for leveling.

Q7: Who will fasten it to the floor?

A7: The Contractor who wins the award will do so at the time of delivery.

Q8: Can the Crane arm/hook come through the ceiling?

A8: This would be acceptable. A re-review of the site with the awardee is recommended for clarification of process and responsibility.

Q9: When is the equipment expected to be completed and sent for delivery?

A9: Between November 2025 and February 2026

Q10: Is there a path around the worksite that is outside the door in which delivery is required?

A10: Yes.

Q11: Now that the skid is shorter, there is the option to stand it outside with a crane and dolly it into place through the larger overhead door of building 300, is this a possibility?

A11: The overhead exterior door into Bay 3, which measures 12’ W x 15’-11” T is too small for the flasks to be stood-up outside and rolled into the building. There is a taller door in Bay 1, however the doorways in the separating wall between Bay 2 and Bay 3 are shorter than the Bay 3 doorway and therefore we do not believe it will be a viable option.

Q12: Where are the lift points on the assembly?

A12: We have not heard back from the manufacturer and will provide an updated drawing or the lift points described when able.
