About this file
This is a Questions and Answers amendment document for a Statewide Alarm Monitoring solicitation (B-45869) issued by the Illinois Department of Military Affairs. The amendment changes the bid opening date from January 28, 2025, to January 31, 2025, at 11am. The scope involves monitoring services for 72 Illinois Army National Guard arms vaults/secure facilities, 15 fire alarm systems, and eight elevators throughout Illinois. The service is strictly for monitoring and does not include any onsite work or equipment programming.
The current incumbent is Securitas International. The Department of Military Affairs (DMA) will handle all programming, equipment changes, and documentation requirements per Federal guidelines, including installing new account numbers, call out numbers, and notification directives. The DMA will provide system manufacturer information to the successful bidder. BEP/VBP participation is required, though documented good faith efforts will be accepted if a partner cannot be found. Pricing should be submitted through BidBuy, with only one Offer to the State needed for all locations.

Statewide Alarm Monitoring (B-45869) Amendment Amendment to answer questions and change the bid opening date from 11am January 28, 2025 to 11am January 31, 2025.
1. Q: Do I need to have an Offer form per site? There is a space that lists the location for the services. Also, on the offer form there is not a spot to enter the amount.
A: No, only one Offer to the State is needed as this is a bid for a service that includes multiple locations.
The location for services can be ‘Statewide’.
The amount goes in BidBuy.
1. Q: It looks to me like the equipment and programming of the systems will be done by others. This bid is just for the monitoring and does not require onsite work. Is that correct?
A: This bid is just for monitoring and does not require onsite work.
1. Q: Will DMA program perform the cutover from their current provider to the successful contractor for this RFP? i.e. will DMA update each communicator with the new central station numbers for fire alarm, intrusion, elevator phones, etc.?
3.1 If cutover and programming is performed by the successful contractor, should this be included in the monthly price for monitoring or called out as a separate one-time charge?
A: This request for monitoring is for service only. DMA will do all the work (per Federal guideline) to change the alarm panels to include the installing of new account numbers, call out numbers and documentation for each system (users, passwords and notification directives).
1. Q: Since DMA maintains the alarm and communicator equipment, will they have access for the programming to be updated by the successful contractor if DMA is not responsible to reprogram the units from the current provider to the successful contractor?
A: DMA will do everything related to the alarms. The monitoring vendor will not touch any of our equipment.
1. Q: Will the DMA be able to provide a list of the system manufacturers for each location? We can see the communicator types on BidBuy.
A: DMA will provide this information to the successful bidder along with other documentation required.
1. Q: Who is the current incumbent provider?
A: Securitas International
1. Q: Does DMA have any current comm failures or faults on any sites within this IFB?
A: This information is not required at this time.
1. Q: If the responding contractor cannot find a BEP/VBP partner, will the DMA accept documented good faith efforts?
A: Yes, as long as the Good Faith Effort document included in the BEP guideline is completed in accordance with guidelines.
