Statement of Work Camp Dawson

Operations Building Window Security Tint

WVNG-JFHQ-J6

1. PURPOSE AND SCOPE

1.1. The purpose of this statement of work (SOW) is to define the requirements to apply film/screen/tint to select windows of the Operations building Camp Dawson, WV. The contractor shall provide all labor, tools, materials scaffolding, and platforms to perform this task. This document will also define requirements, equipment and installation standards.

1.2. PLACE OF PERFORMANCE

1.3. Scope

WVNG has identified a requirement to install a film/screen/tint product onto select exterior windows of the operations building on Camp Dawson.

The Camp Dawson Operations has 5,850 sqft of exterior glass in need of film/screen/tint and/or RF Shielding to increase security.

A hallway (see Attachment A) will require a window screen/tint/film that obscures view and observation of personnel moving in the hallway and adjacent rooms. The product can be exterior or interior. Roughly 1,800 sqft. of glass will require this product.

The Second distinct application, will consist of the placing a screen/tint/film on the perimeter windows of the classroom wing of the operations building (see Attachment A).

This covers about 4,056 Sqft. The product used will be required to meet the TEMPEST requirements for the intelligence community directive ICD 705. This product will also be required obscure observation of the classrooms from the exterior.

2. MANDATORY REQUIRMENTS

2.1. This shall be a turn-key installation wherein the Contractor shall provide all labor and equipment complete requirements outlined in this document.

2.2. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Department of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

2.3. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 60 calendar days after contract start date. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the Contacting Officer Representative (COR) or to the contracting officer, if a COR is not assigned, within 14 calendar days after completion of training by all employees and subcontractor personnel. 2.4. For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative).

2.5. Per AR 530-1 Operations Security, the contractor employees must complete Level I

OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter.

3. Project Execution

3.1. The Contractor shall identify by name a Provisioning Project Owner (PPO) responsible as the single point of contact from award to final invoice acceptance. The PPO shall coordinate with the government 14 days prior to arrival and the start of any on-site work.

Prior to any on-site work, the PPO shall provide the Government Multi-Function Team (MFT) a project coordination call to review all planned efforts and data collection requirements in support of project implementation.

3.2. Delays associated with working on an active military installation are at the Contractor's risk.

3.3. Site Security: Due to the security of the site all contracted personnel will be required to be escorted by government personnel while on the military installation.

3.4. Hours of Operation: Routine work efforts performed shall be performed during normal site operating hours. The normal site operating hours are 0730-1600

3.5. Testing: The Contractor shall identify and provide approved industry/OEM installation and test procedures documentation to a designated government representative.

Procedures documentation shall be reviewed/approved 10 days prior to test start.

Government Multifunction Team member onsite shall validate, date and sign the installation/test procedures

3.6. Site Acceptance: Site acceptance is required prior to final invoice. Site acceptance shall be concluded upon receipt of all deliverables and successful completion of the equipment testing.

3.7. Warranty: All contractor provided products must have a minimum 12 month warranty included with the Firm Fixed Price. This 12 months will start after the site acceptance is complete.

4. Technical Requirements

4.1. The Contractor shall provide window film/screen/tint solution at the Operations that will meet the requirements below:

4.1.1. The Contractor shall provide all blister free film, pressure sensitive window tinting, caulk and labor, tools, materials scaffolding, platforms, and any additional equipment required to include man lifts, man lift operators, vehicles, fuel, and all incidental expenses necessary to perform the following services required to prepare and tint the windows and doors at Operations buildings, approximately 4,056 square feet.

4.1.2. It is the contractor’s responsibility to verify and confirm all measurements prior to starting any work. After award of contract The Contractor is permitted to schedule a site visit to confirm dimensions and develop deployment and installation plan. The site visit will be coordinated with the COR five at least five business prior to visit.

4.1.3. The tinting must limit viewing into the facility to the extent possible without restricting views out of the facility during day and night operations. The intent is to reduce the visible signature of personnel, as seen from the outside of the building.

Dual Reflective Films: Films where interior visible light reflectance is less than the exterior visible light reflectance. The lower interior reflectance provides improved visibility from the interior to the outdoors without affecting the film's solar performance.

4.1.4. The window tinting shall be free of bubbling, peeling and scratch marks.

4.1.5. If an exterior product is used the Contractor shall remove the current exterior silicone sealant at the frames. Then re-caulk the film to the frames in order to create a water tight seal after film is applied. Structural Silicone Sealant, example (100 % Silicone Glazing/Caulking), used to seal the edges completely around the window film. The sealant must match current sealant in color. In interior solution is preferred.

4.2. Installation

4.2.1. The Contractor shall comply with film manufacturer’s written installation instructions applicable to products and applications indicated, except where more stringent requirements apply.

4.2.2. Install film continuously, but not necessarily in one continuous length. Install with no gaps or overlaps. If seamed, install with no gaps or overlaps. Install seams vertical and plumb. No horizontal seams allowed.

4.2.3. Install film with mounting solution and custom cut to the glass with neat, square corners and edges to within 1/8 inch of the window frame.

4.2.4. Remove air bubbles, wrinkles, blisters, and other defects.

4.2.5. Inspection

4.2.5.1. After installation, view film from a distance of ten feet against a bright uniform sky or background. Film shall appear uniform in appearance with no visible streaks, bubbles, banding, thin spots or pinholes.

4.2.5.2. Installation is subject to inspection by the contracting officer (CO), COR or his/her authorized representative(s), who may require the Contractor to correct any defect(s) or workmanship without cost to the West Virginia National Guard.

4.2.6. If installed film does not meet these criteria, remove and replace with new film.

4.2.7. The Contractor will not invoice the WVNG for supplemental services unless a signed Changed Order by the COR has been received and until all the work described in the Changed Order has been completed to the satisfaction of the COTR.

The WVNG will incur no obligation for work that is not authorized in advance with a signed on Change Order.

4.3. Classroom Wing

This area (See Attachment A) will meet all requirements stated above in paragraph 4 and will be required to meet additional Technical Requirements list below. A single product is desired to accomplish both set of requirements.

4.3.1. The product shall be ICD 705 compliant.

4.3.2. The product will provide near complete attenuation of both RF emissions as well as infrared (IR).

4.3.2.1. RF Attenuation (700 MHz-6GHz) Average>33dB

4.3.2.2. Infrared Ray Transmission (940 nm) < 3%

4.3.3. The product will have a minimum of a 5 year warranty.

4.4. The Rough measurements are listed in Attachment A

5. Additional Requirements

5.1. Contractor requirements Provide all documentation package including as-built system CAD diagrams and Manufacturer’s operation manuals and Cleaners, Primers, and Sealers: Types recommended by glazing film manufacturer.

5.2. Provide COR and selective maintenance staff training on product care and maintenance

5.3. The area must be cleaned and all debris removed from the area upon completion of the work.

5.4. All vehicles larger than a large pick-up truck are required to be inspected by the WVNG

Security prior to entering the installation. All Deliveries of materials must be coordinate with the COR 24 hours prior to arrival

5.5. Completion Date: Installation, testing, and acceptance of this contract must be complete by 120 days from award of contract. The Contractor shall provide a preliminary schedule within 14 days of award with a final schedule required 14 days after preliminary schedule acceptance.
