STATEMENT OF WORK

National Oceanic and Atmospheric Administration (NOAA)

NOAA FISHERIES

DOC, NOAA, NMFS, National Seafood Inspection Laboratory Water Purification System

PR # NF-FKF700-21-00444

I. Background/Overview:

The NOAA Fisheries National Seafood Inspection Lab (NSIL) requires a Water Purification System in support of most or all of NSIL’s analytical chemistry testing. Purified water is critical to the operational readiness and validity of chemistry analyses and is fundamental to the veracity of all analyses.

II. Scope of Work ISO Accredited contractor shall provide, deliver, install, and train NISL staff on a Water Purification System.

III. Requirements:

Contractor shall provide the following:

· Quantity 1 - Water Purification System with the following Technical Specifications:

· Produce type 1 - Ultrapure water for Liquid Chromatography/Triple Quadrupole- Mass Spectrometer (LC/QQQ-MS) and Inductively Coupled Plasma Mass Spectrometer (ICP/MS) analyses, (18.2 mega-ohm purity)

· Benchtop Unit

· Maximum Dimensions: 600mm (height) x 350 mm (width) x 350 mm (depth)

· Voltage Requirements: Input--AC 100 - 240 VAC, 50 - 60 Hz, 2.0 A Maximum Output--DC 24 V, 5.0 A Maximum

· Tank shall have a minimum capacity of 60L; Bacterial Content shall be: <0.01 CFU/mL, Feedwater Source: Tap Water, Flow Rate: Up to 1 L/min, and produce 10 liter per minute minimum purified water

· One-Year Warranty including all Parts and Labor

· All attachments, accessories and a full starter kit of needed consumables shall be provided with the purchase of the Water Purification System; System must be Complete and ready to use upon installation

· Delivery and installation of the Water purification system to the 2nd floor of the NOAA Pascagoula, MS Facility.

· Installation Qualification/Operational Qualification (IQ/OQ) testing/diagnostics Service shall be provided and include a comprehensive document detailing all protocols successfully carried out to ensure the operational readiness of the platform for use

· One-day, on-site Water purification system Familiarization Training for two analysts. NISL may utilize a virtual environment so other NISL analysts can attend the training.

· 4 option years Extended Preventative Maintenance that includes technical phone and email support during normal business hours; all Parts and Labor due to normal wear and usage and in accordance with Water Purification System manufacturers requirements.

IV. Period of Performance The Instrument delivery, installation, IQ/OQ Service and Familiarization Training shall be completed by May 27, 2021.

Period of Service for the instrument warranty shall begin immediately following the positive outcome of IQ/OQ Testing/diagnostics of the unit, 27 May 2021.

Following the expiration of the initial 12 month warranty, the periods of service for the Extended Preventative Maintenance are 4 12 month option periods. Periods are as follows:

OP1: 27 May 2022 - 26 May 2023 OP2: 27 May 2023 - 26 May 2024 OP3: 27 May 2024 - 26 May 2025 OP4: 27 May 2025 - 26 May 2026 V. Place of Performance Due to Covid-19 building restrictions the Vendor shall coordinate the on-site service with the Project Lead. NOAA COVID-19 building procedures must be followed.

VIII. Special Requirements

a. Confidentiality and Data Privacy This contract may require that services contractors have access to Privacy Information. Services contractors are responsible for maintaining confidentiality of all subjects and materials and may be required to sign and adhere to a Non-disclosure Agreement (NDA).

b. Intellectual Property Rights All deliverables are the property of the U.S. Government. All documents, analyses, files (digital or other), reports, notes and photos are to be used only by Contractor personnel assigned to this purchase order. Documents, files and other data are to be stored exclusively on Government owned equipment and at no point should be saved or archived on personal drives or devices. Copies are not to be disseminated to anyone outside of the NMFS or to any other contractor personnel without explicit release from the Government.

c. Section 508 Compliance Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by P.L. 105-220 under Title IV (Rehabilitation Act Amendments of 1998), all Electronic and Information Technology (EIT) developed, procured, maintained and/or used under this contract shall be in compliance with the “Electronic and Information Technology Accessibility Standards” set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the “Access Board”) in 36 CFR Part 1194. IX. Required Knowledge and Experience:

Vendor providing the product and services shall be ISO Accredited and provide validating ISO Accreditation documentation to NSIL.

X. Evaluation Factors: The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations:

Technical Evaluation Factors:

Factor 1--KNOWLEDGE & EXPERIENCE. The quotation will be evaluated and scored based on the contractors knowledge and experience as required in the above section X, “Required Knowledge and Experience.” and Delivery Timeframe, Warranty Documentation and Descriptive Literature with the quotation.

Factor 2 - COST/PRICE. The proposed prices/costs will be evaluated. The cost evaluation will determine whether the proposed costs are fair and reasonable to the government. Proposed costs will be evaluated against the government's independent government cost estimate and market research.
