Statement of Work

Water Tank Replacement - P-26, 4,000 Gallon Water Tender

1. Project Objective:

1.1. This project encompasses the complete replacement of the existing water tank on the P-26, International

4,000-gallon Water Tender, ensuring compliance with industry standards, manufacturer recommendations, and original specifications.

1.2. The purchase and installation of a item

2. Contractor Responsibilities: The Contractor shall provide all necessary labor, materials, tools, equipment, and supervision to complete the following:

2.1. Tank Removal and Disposal:

2.1.1. Safely drain and remove the existing water tank from the P-26 Water Tender.

2.1.2. Dispose of the old tank in accordance with all applicable federal, state, and local environmental regulations.

2.2. New Tank Installation:

2.2.1. Supply and install a new, 4,000-gallon water tank compatible with the P-26 International Water

Tender model # IH7600SBA 6x4. The tank must meet or exceed the specifications of the original equipment manufacturer (OEM).

2.2.2. Perform all necessary modifications to the water tender chassis and supporting structures to accommodate the new tank.

2.2.3. The tank has eyebolts installed in the lifting lugs for use in installation of the tank. Lifting STRAIGHT UP on the eyebolts is required. A spreader bar should be used when installing tanks.

2.2.4. Tank stops mounted center wall in all directions is acceptable as long as the tank can NOT move in any direction more than 1/8".

2.2.5. Where aluminum or steel tubing and channel sub frames are incorporated in the truck body structure, the use of vertical corner angles having a minimum dimension of 4” x 4” x ¼” thick x 6” to 12” high are permitted for cradling the tank, unless otherwise specified.

2.2.6. Restraints holding the tank down are required to minimize movement during vehicle travel and should be isolated from the top of the tank. The restraints may be constructed of 3” x 3” x ¼” steel or aluminum and should be at least 12" in length.

2.2.7. A gap of ¼” should be left between picture frame edges or vertical corner angles and the tank body.

2.2.8. It is required that the plastic tank has sufficient room on all sides and top to allow it to move without restriction.

2.2.9. All tank connections must be of flexible design. The tank plumbing components, including valves, pipes, and other connections, must be separately supported by independent means so that the tank fitting is not stressed. Installing valves, pipes or connections should be done using Teflon tape with several layers.

2.2.10. All contact surfaces between the tank body and truck frame or supports must be isolated with a 1/4" rubber (60 durometer) blanket or rubber strips. This includes top edge hold downs and vertical corner supports.

2.2.11. Spring Loaded Tank Mounts: grade 8 bolts, and one mount per 1,000 gallons

2.3. Surface Preparation and Finishing:

2.3.1. Prepare the surface of the new tank by sanding and applying appropriate coatings to ensure proper adhesion and corrosion resistance.

2.3.2. Apply a finish coating that matches the original color and sheen of the P-26 Water Tender, on all exterior sides/surfaces of the tank.

2.3.3. Replicate the original lettering and markings on the new tank, ensuring accuracy and durability.

2.4. Testing and Commissioning:

2.4.1. Upon completion of the installation, thoroughly test the new tank for leaks and proper functionality.

2.4.2. Coordinate with Government representatives to demonstrate the operational readiness of the water tank and associated systems.

3. Government Responsibilities: The Government shall provide the following:

3.1.1. P-26 Firetruck NSN: 4210015908179

3.1.2. Place of Performance: 177FW, 400 Langley Road, Egg Harbor Twp., NJ 08234.

3.1.2.1. A designated and accessible location at 177th Fighter Wing for the Contractor to perform the work will be provided.

3.1.3. Escort Services: A designated representative from the Fire Department will be available to escort the Contractor personnel for access to the installation and provide necessary information.

4. Project Standards:

4.1. All work performed must adhere to industry best practices, manufacturer specifications, and relevant safety regulations.

4.2. The Contractor shall maintain a clean and organized work area throughout the project duration.

4.3. The Contractor is responsible for obtaining all necessary permits and approvals.

5. Quality Control:

5.1. The Contractor shall implement a comprehensive quality control program to ensure all work meets or exceeds the specified standards.

5.2. Regular inspections will be conducted by the Contractor and Government representatives to monitor progress and quality.

6. Project Schedule:

6.1. The Contractor shall submit a schedule to the Government for approval prior to commencing work.

6.2. Delivery and Installation shall be completed within 120 calendar days from contract award.

7. General Information:

7.1. Hours of Operation: Normal working hours are 0730-1630, Monday through Friday. Any work outside of these hours requires prior approval from the Government.

7.2. Base Access and Security: The Contractor is responsible for obtaining all necessary base access passes and identification for its employees.

7.2.1. Upon termination or completion of the agreement or expiration of the identification passes, the Contractor is responsible for surrendering all base identification passes issued to employees and subcontractor employees to the 177th Security Forces Building 407.

7.3. Operations Security (OPSEC)/Anti-Terrorism:

7.3.1. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy.

Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

7.3.2. For Contractors that do not require CAC but require access to a DoD Facility and/or Installation.

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-

III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations

7.4. Environmental Protection: The Contractor shall comply with all federal, state, and local environmental regulations regarding waste disposal, hazardous materials handling, and pollution prevention. The Contractor bears sole responsibility for full compliance with all applicable federal, state, and local environmental regulations, ordinances, and statutes throughout the project, including those in effect at the time of agreement award and any subsequent amendments.

The Contractor shall hold the Government harmless from any and all liability, including costs, fines, or penalties, arising from the Contractor's or any subcontractor's failure to comply with these environmental regulations. This includes both direct and consequential violations. In situations where multiple environmental requirements may apply, the Contractor shall adhere to the most stringent regulation. Any conflict between environmental regulations and the manufacturer's specifications must be immediately reported to the Contracting Officer in writing for resolution. The Contractor shall await written determination from the Contracting Officer before proceeding.

The Contractor is solely responsible for ensuring that all activities involving toxic, hazardous, and special materials and waste — including purchasing, using, handling, storing, and disposing — strictly adhere to all applicable federal, state, and local environmental regulations.
