COMBINED SYNOPSIS/SOLICITATION FOR Removal and Replacement of P26 Fire Truck Water Tank

Description
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03 dated 17 Jan, 2025.
The associated North American Industrial Classification System (NAICS) code for this procurement is 336211, with a small business size standard of 1,000 employees. The product or service code is 4210. The Government will award a firm-fixed price (FFP) contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer, conforming to the synopsis/solicitation, will be most advantageous to the Government (as determined by the solicitation evaluation criteria annotated at 52.212-2).

The 177th Fighter Wing, New Jersey Air National Guard is seeking to purchase a replacement water tank for their P-26 Fire Truck.

Delivery and installation shall be completed no later than 120 days after the award of contract.
All offerors must submit the following:
All quotations must be sent via email to the contracting officer at johanna.paz.1@us.af.mil no later than the date and time listed in the SAM.gov solicitation.
Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f).

This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a firm fixed-price contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
“The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”
OR
“The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:”
Offeror must list exception(s) and rationale for the exception(s). Quotations that reject the terms and conditions of the solicitation may be excluded from consideration.

National Guard Protest Procedures (P):
NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.
Contract award or performance is suspended during the protest to the same extent, and withinthe same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency’s Protest Decision Authority, but not both, in accordance with NG protest procedures.
To be timely, the protests must be filed with the periods specified in FAR 33.103.
To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:
