MEMORANDUM FOR CONTRACT EMPLOYEES

Egg Harbor Township, NJ 08234-9500 SUBJECT: Operations Security (OPSEC) Training Reference: AFI 10-701_AFGM2018-01, Operations Security (OPSEC)

1. What is OPSEC? The purpose of OPSEC is to reduce the exposure of Air Force missions by eliminating or reducing successful enemy collection and exploitation of information the military deems important. OPSEC applies to all activities that prepare, sustain, or employ the military during all phases of operations.

2. Who is the enemy? Anyone that has intentions to harm military members or whose actions are damaging to the success of military program activities or operations. The enemy collects threat information through Open Source Intelligence (OSINT). OSINT is drawn from publicly available material such as the Internet, traditional mass media (e.g. television, radio, newspapers, magazines), photographs, and geospatial information (e.g. maps, Google Earth, etc.)

2. OPSEC is defined as a process of identifying, analyzing and controlling critical information indicating friendly actions associated with military operations and other activities to:

A. Identify those actions that can be observed by adversary intelligence systems.

B. Determine what specific indications could be collected, analyzed, and interpreted to derive critical information in time to be useful to adversaries

C. Select and execute measures that eliminate or reduce to an acceptable level the vulnerabilities of friendly actions to adversary exploitation.

3. Critical Information is defined as specific facts about friendly intentions, capabilities, or activities vitally needed by adversaries for them to plan and act effectively to guarantee failure or unacceptable consequences for friendly mission accomplishment.

4. Threat is defined as the capability of an adversary coupled with his intentions to undertake any actions detrimental to the success of program activities or operations.

5. Adversaries collect threat information through Open Source Intelligence (OSINT). OSINT is drawn from publicly available material such as, but not limited to:

The Internet

Traditional mass media (e.g. television, radio, newspapers, magazines)

Specialized journals, conference proceedings, and think tank studies

Photographs

Geospatial information (e.g. maps and commercial imagery products)

6. OPSEC measures (protection methods)

When no longer needed shred all material

Identify individuals who may be asking a lot of questions about the military.

Identify individuals who may be eavesdropping on conversations of staff or military members

Do not post information about the military on social media or websites
