Project FPL Roof Inspections

General Information

1.0 Scope of Work

The goal of this project is to provide yearly roof inspection services at the Forest Products Laboratory, Madison, WI. The Forest Products Laboratory (FPL) maintains buildings/facilities that house various research & development activities. The work performed at FPL is vital to the health and productivity of our National Forests and Grasslands, and maintaining the facilities is of utmost importance. Recurring roof inspections will provide FPL facilities engineering staff necessary information to mitigate roof performance issues, address maintenance items, and plan for future roof replacements.

2.0 Background

FPL facilities were constructed between 1930 and 2010. Roof structures and types vary between concrete/metal/wood decks, and built-up & membrane roofing systems. Of the 10 buildings on FPL’s campus, 8 are included in this Scope of Work:

1. Building 1. Constructed 1932. Roof installed circa 2003. Built-up roof. One section of roof has been replaced with a TPO membrane system in 2023. Approximately 60,000 SF of roof.

2. Building 4. Constructed 1935. East section constructed 2004. Three separate roof sections. East & West sections are EPDM membrane system installed 2023. Middle section is EPDM system installed 2018. Approximately 3,500 SF of roof.

3. Building 15. Constructed 1951. Roof installed 2023. EPDM membrane system. Approximately 3,000 SF of roof.

4. Building 29. Constructed 1967. Roof installed approximately 2007. Built-up roof. Approximately 33,000 SF of roof.

5. Building 33. Constructed 1967. Roof installed approximately 2005. Built-up roof. Approximately 8,000 SF of roof.

6. Building 34. Constructed 1969. Roof installed approximately 2005. Built-up roof. Approximately 8,500 SF of roof.

7. Building 46. Constructed 1995. Roof installed approximately 2007. EPDM membrane system. Approximately 1,700 SF of roof.

8. Building 50. Constructed 2010. Roof is original – installed 2010. EPDM membrane system. Approximately 68,000 SF of roof.

Contractor Requirements

3.0 Technical Requirements / Tasks

A site visit will be required prior to submitting a proposal. Any proposals received from offerors not attending the site visit will not be considered. The site visit shall be held on Tuesday, July 9th, 2024 at 1PM CDT.

The scope of work includes:

3.1 Base Year. (8/1/2024 – 7/31/2025) Inspect roofs on FPL Buildings 1, 4, 15, 29, 33, 34, 46, & 50 & provide report to FPL. 2 inspection per year – fall and spring

3.1.1 Inspection includes physical walking tour of roofs. Roofs are accessed by various methods including direct access doors, ladders from ground or other roof elevations, permanent ladders fixed to building structure, etc.

3.1.1.1 Contractor to provide ladders and other accessing equipment as needed. Facility ladders will not be provided for use.

3.1.1.2 Access cards (2) to the facility will be issued for each inspection and must be returned to FPL prior to payment.

3.1.1.3 Facility restrooms will be available for use by the Contractor.

3.1.2 Inspections to take place in Fall (October – November) and Spring (March – April)

3.1.2.1 Inspectors must be accredited by the National Roof Certification and Inspection Association (NRCIA). Certifications must be supplied with cost proposal to validate ability of Contractor to complete the services. Certifications of the inspectors of record must be supplied with each Semiannual Report.

3.1.3 Inspection to include exterior condition of roofing system and related flashing/sheet metal. Includes deterioration of or damage to adjacent wall panels, parapets, etc.

3.1.4 Annual Report. An annual report will be provided to FPL and include an outline of work performed, a condition report, and general overview.

3.1.4.1 Photographs of all roof sections must be included.

3.1.4.2 Photos showing identified issues must be included.

3.1.4.3 Report must utilize a consistent template throughout the Base + Option years to allow for easy referencing.

3.1.4.4 Report to include roof age (if known), roofing system type, any known or discovered deficiencies, needed/recommended maintenance, and estimated remaining service life.

3.1.4.5 Report to be delivered in electronic PDF format.

3.1.5 Deficiencies/maintenance issues found. Any conditions or issues found during the inspection must be included on the Annual Report. These can include blocked drains, weathered/missing caulking, deteriorated flashing, and other items that affect roof life/performance and any warranties.

3.1.5.1 A cost proposal to remedy the found deficiencies will be provided with the Annual Report. FPL may elect self-perform maintenance items or issue a Purchase Order for their completion.

3.1.6 Payment. Contractor to invoice for payment after inspection & report. Payment will be 100% of Base Year contract value.

3.2 Option Year 1 (8/1/2025 – 7/31/2026)

3.2.1 Provide inspection & reporting services as described in Base Year for a total of 2 inspections per year. Approximately 6 months between inspections. A semiannual report will be provided to FPL after each inspection, as described in Base Year.

3.2.1.1 Contractor to invoice for payment after each inspection & report, twice per year. Payment will be 50% of yearly contract value per each inspection/report.

3.3 Option Year 2 (8/1/2026 – 7/31/2027)

3.3.1 Provide inspection & reporting services as described in Base Year in addition for a total of 2 inspections per year. Approximately 6 months between inspections. A semiannual report will be provided to FPL after each inspection, as described in Base Year.

3.3.1.1 Contractor to invoice for payment after each inspection & report, twice per year. Payment will be 50% of yearly contract value per each inspection/report.

3.4 Option Year 3 (8/1/2027 – 7/31/2028)

3.4.1 Provide inspection & reporting services as described in Base Year for a total of 2 inspections per year. Approximately 6 months between inspections. A semiannual report will be provided to FPL after each inspection, as described in Base Year.

3.4.1.1 Contractor to invoice for payment after each inspection & report, twice per year. Payment will be 50% of yearly contract value per each inspection/report.

3.5 Option Year 4 (8/1/2028 – 7/31/2029)

3.5.1 Provide inspection & reporting services as described in Base Year for a total of 2 inspections per year. Approximately 6 months between inspections. A semiannual report will be provided to FPL after each inspection, as described in Base Year.

3.5.1.1 Contractor to invoice for payment after each inspection & report, twice per year. Payment will be 50% of yearly contract value per each inspection/report.

4.0 Government Furnished

Facility access hours at 6AM-6PM. Facilities staff is available for questions 7AM-4PM. The facility is closed on Federal Holidays. A list of holidays is located at OPM.gov.

The Contracting Officer’s Representative (COR) is Frank Morris. 608-231-9338.

5.0 Travel

Travel time and/or expenses to FPL for performance of services listed above will not be reimbursed. These costs are to be estimated by the Contractor and included in the cost proposal.

6.0 Security Requirements

Contractor will be provided with one (1) access card upon arrival at the beginning of each inspection. Card will be provided to the Contractor by the COR. If the inspection is anticipated to require multiple days to complete, the Contractor is authorized to keep the card until the inspection is complete. Card must be returned to COR prior to payment. If the access card is lost, please notify COR immediately. Additional cards may be requested by the Contractor for additional employees, subject to availability by FPL.

Contractor employees will not be escorted by FPL staff. All Contractor personnel on-site must complete the Mandatory Contractor Training before beginning work. Training requirements are located at the end of this document.

Background checks are required to comply with Presidential Directive HSPD-12 that requires “for unescorted entry into a federal facility, the individual will have a background investigation on file.” Within ten calendar days of contract award or a new employee being selected for work on this contract, provide a complete list of the name, address, social security number, date of birth and work phone of each employee involved in the performance of this contract. Information shall be submitted only to the identified Government PIV Sponsor.

Contractor Mandatory Training Training requirement for contractor personnel with unescorted access. The contractor must ensure their employees (including subcontractor personnel) complete the training course(s) listed below in the frequency identified. The contractor must maintain records of course completion and provide them to the Contracting Officer or Contracting Officer Representative upon request.

7.0 Data Rights

Inspection reports provided to FPL as part of this Scope of Work will become the property of the FPL for its exclusive use

Mandatory Contractor Training
