About this file
This Statement of Work (SOW) details roadway grading services for the Superior National Forest, covering approximately 1,579 miles of single-lane, double-lane, and recreation roadways across East and West Zones. The project requires a contractor to grade crushed aggregate roadways using motor-graders to reshape and smooth surfaces, remove corrugations and potholes, and ensure proper drainage and road sustainability.
The work involves four grading rounds for the East Zone (due June 22nd, July 30th, September 7th, and October 15th) and five grading rounds for the West Zone (with the same first four dates plus a fifth round on November 1st). The contractor must follow Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14) and Forest Service Supplemental Specifications. Actual grading timing will depend on roadway moisture content and weather conditions, with flexibility allowed based on operational needs and budget constraints.

SUPERIOR NATIONAL FOREST
Roadway Grading
PROJECT STATEMENT OF WORK (SOW)
Project Superior National Forest Road Grading
General Information
1.0 Scope of Work
Provide roadway grading for crushed aggregate roadways on the Superior National Forest. On the East Zone of the forest, this includes approximately 388 miles of single-lane, 489 miles of double-lane, and 9 miles of recreation roadways for an approximate total of 886 miles. On the West Zone, this includes approximately 295 miles of single-lane, and 398 miles of double lane for an approximate total of 693 miles. Grading mileage on each zone may vary annually based on operational needs or funding.
2.0 Background
Roadway grading, also known as blading, involves the reshaping and smoothing of the roadway with a motor-grader to restore a proper surface crown or cross slope; removal of corrugations and potholes; and restoration of a shoulder area that slopes directly away from the edge of the driving surface towards the ditch. Roadway grading is the primary form of routine roadway maintenance on the Superior National Forest. The goal of roadway grading is to maintain a standard of safety and comfort for motorists by ensuring a smooth traveling surface, and proper roadway drainage. Consistent, quality roadway grading enhances the sustainability of the Superior National Forest’s road system by reducing the likelihood of failure and decreasing the cost and frequency of major maintenance and reconstruction.
Contractor Requirements
3.0 Technical Requirements / Tasks
The contractor must perform the road grading requirement as specified in the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14), and the Forest Service Supplemental Specifications (FSSS) to the FP-14. The project-specific FSSS is an attachment included with this SOW. The FP-14 is available from the Federal Highway Administration website: FP-14 | FHWA
4.0 Milestones / Schedule
The roadway grading worklist is attached to this SOW and provides a detailed list of mileage for each round of grading.
The East Zone and West Zone have different milestone schedules, both of which are shown below
To meet grading requirements, work must occur when the roadway has a sufficient moisture content. If the roadway material is too wet or too dry, results are unlikely to be satisfactory. Because proper roadway grading is dependent on weather conditions, the following milestone schedule is a guideline and may be adjusted due to weather and road conditions, and available budget.
East Zone Grading - Key Milestones Item No. Milestone Due
1 Grading Round 1 June 22nd 2 Grading Round 2 July 30th 3 Grading Round 3 September 7th 4 Grading Round 4 October 15th
West Zone Grading - Key Milestones Item No. Milestone Due
