About this file

This is a Statement of Work (SOW) for roadway grading services in the Superior National Forest, covering approximately 1,579 total miles of roadways across four ranger districts (Gunflint, Tofte, Kawishiwi, and Laurentian). The project requires a contractor to perform road grading (blading) on single-lane, double-lane, and recreation roadways, with specific requirements including reshaping road surfaces, removing potholes, maintaining proper drainage, and ensuring a smooth driving surface.

The SOW details extensive grading schedules for each ranger district, with four to five grading rounds between June 22nd and November 1st. Key technical requirements include using a motor-grader to pull road surface material from shoulders to the center, maintaining a proper road crown, removing corrugations, and ensuring roads are graded only when moisture conditions are appropriate. Safety specifications mandate specific equipment requirements, such as flashing amber lights, rearview mirrors, backup alarms, and warning signage. The contractor is responsible for completing work during daylight hours (7:00 AM to 7:00 PM) Monday through Friday, with potential adjustments based on weather conditions and forest management needs.

SUPERIOR NATIONAL FOREST

Roadway Grading

PROJECT STATEMENT OF WORK (SOW)

Project Superior National Forest Road Grading

General Information

1.0 Scope of Work

Provide roadway grading for crushed aggregate roadways on the Superior National Forest. On the East Zone of the forest, this includes approximately 388 miles of single-lane, 489 miles of double-lane, and 9 miles of recreation roadways for an approximate total of 886 miles. On the West Zone, this includes approximately 295 miles of single-lane, and 398 miles of double lane for an approximate total of 693 miles. Grading mileage on each zone may vary annually based on operational needs or funding.

2.0 Background

Roadway grading, also known as blading, involves the reshaping and smoothing of the roadway with a motor-grader to restore a proper surface crown or cross slope; removal of corrugations and potholes; and restoration of a shoulder area that slopes directly away from the edge of the driving surface towards the ditch. Roadway grading is the primary form of routine roadway maintenance on the Superior National Forest. The goal of roadway grading is to maintain a standard of safety and comfort for motorists by ensuring a smooth traveling surface, and proper roadway drainage. Consistent, quality roadway grading enhances the sustainability of the Superior National Forest’s road system by reducing the likelihood of failure and decreasing the cost and frequency of major maintenance and reconstruction.

Contractor Requirements

3.0 Technical Requirements / Tasks

The contractor must perform the road grading requirement as specified in the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14), and the Forest Service Supplemental Specifications (FSSS) to the FP-14. The project-specific FSSS is an attachment included with this SOW. The FP-14 is available from the Federal Highway Administration website: FP-14 | FHWA

4.0 Milestones / Schedule

The roadway grading worklist is attached to this SOW and provides a detailed list of mileage for each round of grading.

The East Zone and West Zone have different milestone schedules, both of which are shown below

To meet grading requirements, work must occur when the roadway has a sufficient moisture content. If the roadway material is too wet or too dry, results are unlikely to be satisfactory. Because proper roadway grading is dependent on weather conditions, the following milestone schedule is a guideline and may be adjusted due to weather and road conditions, and available budget.

212 – Road Grading

Description

212.01 The Contractor shall furnish all equipment, labor, materials, transportation, supervision and incidentals necessary to perform road grading (blading) on designated forest roads on the Superior National Forest.

212.02 Road Grading. Work shall be done by pulling the road surface material from both shoulders of the road to the center and straight blading the windrow down the center of the road.

Entire road width is to be bladed including turnouts and intersection fillets. The depth of normal blading cuts shall be deep enough to remove potholes and washboards. Approximate length of windrow shall be between 1 and 3 miles depending on moisture conditions in road surface material. Roads bladed by this method should be relatively free of loose stones over 3 inches in diameter and have a minimal amount of sod encroachment from the shoulders. Any sod shall be cut and bladed onto the roadway and broken up. If excessive sod encroachment exists, sod shall be cut and bladed onto the roadway progressively in 3 successive monthly bladings. In no case will it be permissible to leave accumulations of oversize rock or large chunks of sod in the roadway.

The bladed road shall conform to a uniform cross-section including adequate crown and curve superelevation as indicated by present road contour or as directed by the C.O.R. Crown shall be removed from all intersections with the transition beginning and ending 100ft. before and after the centerline of each intersection. Grader speed shall be maintained to prevent wash boarding of roadway surface.

Roads shall be crowned at a slope to promote proper drainage of water from road surface.

Blading shall include draining surface water directly into the side ditches at the shoulder without interruption by false ditches formed by accumulations of excess surfacing material or sod. All surfacing material shall be conserved by blending into the road. Blading of oversized rock and sod off the road will be permitted only at locations approved in advance by the COR.

Blading will proceed in a logical continuous pattern. Grading shall not proceed when road conditions do not warrant it, such as extremely wet or dry weather or when the road, in the judgement of the COR, does not need grading.

212.04 Time Frame. The contractor shall be required to (a) commence work under this contract after meeting with the Contracting Officer Representative after a pre-work meeting, (b) proceed to work diligently, and (c) complete all work per listed milestone dates.

Refer to the work list for roads to be graded during these rounds. The work list is a guideline and may be adjusted, in coordination with the Contracting Officer Representative, due to weather/road conditions and available budget.

Additional grading may be requested outside of designated rounds. In such cases the timelines will be agreed upon between the COR and contractor at the time of task order issuance.

The typical work period is limited to 7:00A.M. to 7:00P.M. Monday thru Friday. No work will be allowed on weekends or holidays without approval from the COR.

212.05 Safety. The machine operator and any helpers shall comply with all State and local safety requirements. The grader shall be equipped with an operating flashing amber light on top of the cab, a minimum of one rearview mirror adjustable from inside the cab, backup alarm, “Slow Moving Vehicle” sign and high visibility flags attached to both ends of the mold board. If operation will occur during hours when vehicle lighting is required, the grader shall have a fully operational lighting system.

The contractor shall be responsible for placement and maintenance of traffic warning signs when necessary. The need for warning signage will be roadway specific as determined by the COR.

Warning signage shall be agreed upon by the COR and Contractor during the pre-work meeting.

The COR reserves the authority to require additional warning signage as needed based on field conditions. Warning signage shall be visible to all traffic approaching the active work area. They shall be moved as work progresses so that at all times there is an adequate warning of the road machinery ahead. All signing shall meet Manual on Uniform Traffic Control Devices (MUTCD) requirements.

Work shall be planned so each road or section of road is completed at the end of the work day and neither berms nor loose materials shall be left on the roadway overnight. In the event of an emergency, unsafe sections of road shall be signed, lighted, and barricades erected if necessary for safe travel.

On narrow roads, the operator shall stop to allow oncoming traffic to pass. The operator shall stop in all cases where oncoming traffic does not have at least 10 ft. good driving surface free of loose gravel beyond extended grader blade.

The contractor shall be responsible for all damage to property and to persons that occur as a result of the contractor or the contractor's agent's or employee's fault or negligence and shall take adequate precautions to prevent such damage.

212.09 Measurement. Linear measurements will be horizontal along the road centerline regardless of the amount of work required. Measure the Section 230 items listed in the bid schedule according to Subsection 109.02.

212.10 Payment. The accepted quantities, measured as provided in Subsection 109.02 and above, will be paid at the contract price per unit of measurement for the Section 230 pay item listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05. The contractor shall, without expense to the government, transport his equipment and operator to, from and between all work areas.

See work list for roads and mileages for each round. Maps will be provided at the pre-work meeting as needed. Quantities will be the number of miles and fractions thereof along the road centerline, regardless of the amount of work required.
