About this file

This is a Statement of Work (SOW) for Network Telecom Test Equipment Repair services for the Federal Bureau of Investigation's Operational Technology Division, dated August 24, 2026 (Version 2.6).

The FBI requires calibration, repair, maintenance, and software/firmware upgrade services for legacy radio and telecommunications test equipment from manufacturers including Bird Technologies, Motorola, Aeroflex, IFR, EMR, TX RX Systems, Keysight, and Telewave. The specific equipment covered includes 12 listed items such as RF wattmeters, spectrum analyzers, digital communications system analyzers, and digital radio test sets. Services will be ordered on an as-needed basis through Blanket Purchase Agreement (BPA) calls during one 12-month Base Period and four optional 12-month Option Periods. The contractor must maintain manufacturer licensing, software licensing, and appropriate tools, and must employ certified technicians at a certified test and calibration facility. The FBI requires return of repaired equipment within 15 working days of receipt, with calibration documentation provided for all serviced items. Services are categorized as Calibration, Minor Repair (software updates and adjustments), Major Repair (significant malfunctions requiring component replacement), or Software/Firmware Upgrade. Firm-fixed prices for repair services must include diagnosis and routine parts; extraordinary legacy replacement parts require prior written authorization from the Contracting Officer. The contractor is responsible for return shipping costs, and the Government handles inbound equipment shipping. Electronic invoicing through the Invoice Processing Platform (IPP) is mandatory. The primary place of performance is the contractor's maintenance and repair facility. No Government-furnished equipment or facilities access is required. The Contracting Officer is Naporshia Jackson (nljackson@fbi.gov), and a Contracting Officer Representative will be designated separately.

1 Scope

This requirement provides for calibration, repair, maintenance, and software upgrade services for existing Bird, Motorola, Aeroflex, IFR, EMR, TX RX Systems, Keysight, and Telewave equipment spanning several generations for the Federal Bureau of Investigation (FBI), Operational Technology Division (OTD). Services will be performed on an as-needed basis during the period of performance. This is a non-personal services requirement. The Government will not exercise any supervision or control over contractor employees performing the services herein. Such service providers will be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction

This requirement provides for one 12-month Base Period and four 12-month Option Periods for calibration, repair, maintenance, and software/firmware upgrade services for the FBI's existing radio/network telecommunications test equipment. Services will be ordered through BPA calls as requirements arise.

Maintenance Upgrades & Replacements

The Contractor must ensure maintenance upgrades, substitutions, and replacements to equipment and software under this BPA do not reduce the original level of conformance with the applicable Revised 508 Standards at the time of award.

1.2 Background

The FBI has a requirement for the calibration, repair, and software upgrade to Bird, Motorola, Aeroflex, IFR, EMR, TX RX Systems, Keysight, and Telewave radio/test equipment spanning several generations for its radio system communications. The test equipment is no longer manufacturer serviced or supported. There could be requests for repairs, calibrations, and upgrades for other manufacturers’ equipment to be evaluated within the Contractor’s abilities. The BPA will consist of one 12-month Base Period and four 12-month Option Periods.

The FBI requires that service calibrations, repairs, and upgrades to the range of test equipment be performed by certified technicians at a certified test and calibration facility so that failures are corrected and equipment is operating to manufacturer specifications before the equipment is returned to the FBI. The FBI requires that the repair facilities utilized under this requirement must have the appropriate manufacturer licensing, software licensing, and tools to perform calibrations, repairs, and upgrades to the full range of FBI equipment presented in this statement of work.

Attachment A – Statement of Work Version 2.6 Page 3

The FBI requires that defective equipment is repaired under this requirement and returned to the FBI within 15 working days after the repair facility receives the defective equipment to reduce the FBI's system downtime. The calibration, repair and/or upgrades include, but are not limited to the following test equipment:

1. BIRD Technologies Thruline Model 43 RF Wattmeter
