About this file

This is a Request for Quotation (RFQ) for network telecommunications and radio test equipment repair services. The Federal Bureau of Investigation, through its Information Technology Acquisitions Unit at Redstone Arsenal, Alabama, is seeking a firm-fixed price quotation to establish a Blanket Purchase Agreement (BPA) for commercial calibration, repair, maintenance, and software/firmware upgrade services. The BPA will have a one-year Base Period followed by four optional one-year periods. Services will be performed on an as-needed basis at the contractor's facility for equipment including Motorola, Aeroflex, IFR, Keysight, Telewave, Bird, TX RX Systems, and EMR devices. Historical workload data indicates approximately 129 total repair actions and 123 calibration actions. The contracting officer is N. Jackson (nljackson@fbi.gov), and questions must be submitted by August 26, 2026, at 10:00 a.m. Central Time, with quotations due by August 28, 2026, at 10:00 a.m. CT.

Pricing must be provided as firm-fixed unit rates for all applicable equipment and service categories (calibration, minor repair, major repair, and software/firmware upgrades) for both the Base Period and all Option Periods in the attached Pricing Schedule. No labor categories or hourly rates are required. Award will be made to the responsible quoter whose quotation is technically acceptable and provides the lowest total evaluated price, contingent on the Government determining prices to be fair and reasonable. Technical capability will be evaluated on an acceptable/unacceptable basis, requiring demonstrated ability to service identified equipment, qualified personnel, appropriate facilities, necessary tools and software licenses, and ability to meet turnaround requirements. For legacy equipment without current manufacturer certification, relevant training, qualifications, and documented experience may demonstrate technical capability. Quotations must remain valid for a minimum of 30 calendar days from the solicitation closing date.

3. Evaluation:

The Government intends to establish one single-award BPA with the responsible Quoter whose quotation is determined Technically Acceptable and provides the lowest Total Evaluated Price.

Factor 1 – Technical Capability: Acceptable/Unacceptable

Technical Capability will be evaluated on an Acceptable/Unacceptable basis. To be rated Acceptable, the quotation must demonstrate that the Quoter, including any subcontractors proposed for performance, is capable of satisfying all material requirements of the SOW. This includes capability to service the identified equipment; appropriately qualified personnel and facilities; necessary tools, software/licenses, and technical resources; and the ability to satisfy the applicable turnaround requirements.

For legacy or unsupported equipment for which current manufacturer certification or authorization is unavailable, relevant training, qualifications, certifications, and/or documented experience may be used to demonstrate technical capability.

A quotation that fails to demonstrate compliance with a material requirement of the SOW may be rated Technically Unacceptable and will not be considered for award.

Factor 2 – Price

Quoters shall complete Attachment 1, Pricing Schedule, by providing firm-fixed unit prices for each applicable pricing line for the Base Period and all four Option Periods.

For evaluation purposes, the Government will sum all proposed unit prices for applicable

RFQ 15F06726Q0000422 – NT Test Equipment Repair Version 1.1 Page 5 pricing lines in each period to establish that period's evaluated price. The Total Evaluated Price will be the sum of the Base Period and all four Option Period evaluated prices. This evaluation method does not represent guaranteed quantities, purchases, or expenditures under the BPA.

The Government reserves the right to evaluate individual unit prices throughout the entire pricing schedule for completeness, reasonableness, and balance in addition to evaluating the Total Evaluated Price.

Award will be made to the responsible Quoter whose quotation is determined Technically Acceptable and has the lowest Total Evaluated Price, provided the Government determines the proposed prices to be fair and reasonable.
