About this file
This is a Statement of Work (SOW) issued by the Executive Communications Division (ECD), Command and Control Support Agency (CCSA), HQDA G-3/5/7, dated October 29, 2026, for the procurement of Rapid-Deployment Inflatable Electromagnetic Interference (EMI) Shielded Enclosures.
The contractor shall deliver two complete systems, each consisting of an inflatable EMI shielded enclosure with internal dimensions of 4 feet wide by 4 feet deep by 7 feet tall, engineered for rapid deployment and takedown by one to two personnel without rigid poles or complex tools. Each packed case must weigh no more than 55 pounds and measure no larger than 3 feet by 3 feet by 2 feet for commercial air transport compatibility worldwide. The enclosures must feature multi-layered conductive metallized fabric meeting TEMPEST/NSA accreditation standards (NSA No. 94-106) for RF and EMI attenuation across military communications spectrums, with RF-tight double-closure entry doors and integrated conductive flooring. Supporting equipment includes: two intake/exhaust ventilation assemblies with honeycomb waveguide attenuation and low-noise blowers; two filtered EMI/RFI power distribution strips with 4–6 NEMA 5-15R receptacles each; two acoustic voice masking systems with user-adjustable amplitude and frequency controls; two low-emission LED lighting kits; ruggedized transit cases for all components; and three-year comprehensive manufacturer warranty packages with 100% parts and depot repair coverage and dedicated technical support. Delivery must occur no later than four weeks after contract award to the Army Pentagon facility at 3200 Army Pentagon ME745, Washington DC 20310-60062, with advance written shipment notification required 48 hours prior to delivery during regular Government business hours (Monday–Friday, 0800–1600 local time, excluding Federal holidays).

STATEMENT OF WORK (SOW)
REQUIREMENT: Rapid-Deployment Inflatable Electromagnetic Interference (EMI) Shielded Enclosures
REQUIRING AGENCY: Executive Communications Division (ECD), Command and Control Support Agency (CCSA), HQDA G-3/5/7.
DATE: October 29, 2026
1.0 Technical Specifications & Requirements
The Contractor shall deliver equipment meeting the following salient characteristics:
1.1 Item 0001: Inflatable EMI Shielded Enclosures
• Quantity: Two (2) units
• Internal Dimensions: Nominal dimensions of 4ft wide/4ft deep/7ft tall of clear internal working space.
• Structural Framework: Heavy-duty, high-pressure inflatable airbeam/tubular structure engineered for rapid deployment and takedown by one to two personnel without rigid structural poles or complex mechanical tools.
• Weight: Total component cases must each weigh no more than 55 pounds.
• Case size: When packed, each case must be no larger than 3’ x 3’ x 2’. The case must be checkable on commercial flights world-wide.
• Shielding Efficacy: Multi-layered, high-grade conductive metallized fabric shell engineered to attenuate Radio Frequency (RF) and Electromagnetic Interference (EMI) across standard military communications spectrums. Enclosure must adhere to TEMPEST/NSA accreditation such as NSA No. 94-106.
• Ingress/Egress: Double-closure or conductive overlapping RF-tight entry door system maintaining electrical continuity and attenuation integrity when fully sealed.
• Floor Construction: Integrated, wear-resistant, abrasion-resistant conductive floor layer suitable for use in diverse tactical, expeditionary, and indoor deployment surfaces.
1.2 Item 0002: Intake & Exhaust Ventilation Assemblies
1.2.1 Quantity: Two (2) sets (one set per enclosure)
1.2.2 Airflow Management: Dedicated positive/negative low-noise intake and exhaust ventilation blowers providing sustained airflow and thermal comfort during extended single-occupant operations.
1.2.3 EMI Waveguide Attenuation: Honeycomb waveguide vents designed to allow free passage of air while blocking RF and electromagnetic wave propagation through the ventilation ports.
1.2.4 Interconnect: Secure mounting flanges and power cabling compatible with the enclosure's filtered electrical distribution system.
1.3 Item 0003: Filtered Power Distribution Strips
1.3.1 Quantity: Two (2) units (one unit per enclosure)
1.3.2 EMI/RFI Filtration: High-performance power-line filter assembly designed to suppress conducted emissions and protect equipment against RF leakage along electrical supply lines entering the enclosure.
1.3.3 Receptacles & Outlets: Minimum 4–6 standard NEMA 5-15R electrical receptacles with integrated surge suppression and an automated circuit breaker.
1.3.4 Wall Penetration: RF-tight feedthrough penetration flange designed for tight integration into the enclosure sidewall without compromising shielding performance.
1.4 Item 0004: Acoustic Speech Privacy / Voice Masking Systems
1.4.1 Quantity: Two (2) systems (one system per enclosure)
1.4.2 Acoustic Masking: Dedicated electronic sound generator outputting specialized masking noise (e.g., tuned white/pink noise) to prevent intelligible speech extraction outside the immediate exterior perimeter of the enclosure.
1.4.3 Transducers: Perimeter-mounted or enclosure-integrated transducers providing omnidirectional acoustic dispersion optimized for human vocal ranges.
1.4.4 Controls: User-adjustable amplitude and frequency profile settings allowing operators to calibrate acoustic masking to surrounding ambient noise levels.
1.5 Item 0005: Interior LED Lighting Kits
1.5.1 Quantity: Two (2) kits (one kit per enclosure)
1.5.2 Illumination Output: High-efficiency, low-glare LED lighting fixtures providing sufficient lumen output for reading, writing, and computer operations within the enclosure.
1.5.3 EMI Emission Profile: Low-emission, RF-quiet electronic circuitry to prevent interference with sensitive cryptographic and tactical communication gear inside the shielded tent.
1.5.4 Mounting & Power: Hook-and-loop or clip-mounted overhead fixtures powered directly via the internal filtered power strip.
1.6 Item 0006: Transit & Packaging Cases
1.6.1 Quantity: Two (2) complete kits
1.6.2 Enclosure Protection: Ruggedized, weather-resistant transit containers (or heavy-duty wheeled tactical transport bags) designed to house the deflated tent, inflation pump, blower fans, power strips, and lighting kits.
1.6.3 Transit Rating: Impact-resistant construction designed for repeated military and commercial transport.
1.7 Item 0007: Warranty & Product Support
1.7.1 Quantity: Two (2) warranty service packages
1.7.2 Duration: Three (3) full years of comprehensive manufacturer warranty coverage effective from the date of final Government acceptance.
1.7.3 Scope of Coverage: 100% parts and depot repair coverage against manufacturing defects, fabric seam delamination, valve/bladder leaks, blower/motor failure, and power filter degradation under normal operating conditions.
1.7.4 Technical Assistance: Access to dedicated technical customer service via telephone and email for troubleshooting and replacement component dispatch.
