About this file
This is a Statement of Work (SOW) for technical support services related to High Pressure Air Compressors (HPAC) at Norfolk Naval Shipyard during Fiscal Year 26 Planned Incremental Availability (PIA).
The contractor shall provide on-site technical support at Norfolk Naval Shipyard (NNSY) to support the overhaul, repair, and testing of three HPAC units (#1, #2, and #3). Technical support consists of providing recommendations, suggestions, instructions, and direction to NNSY and Ship's Force personnel. Direct hands-on repair, refurbishment, or inspection work may be authorized via formal contract modification to address emergent conditions. The Government reserves the right to expand the scope to include additional HPAC units through contract modification if operational conditions require. Contractor technicians must be available for in-person support with a minimum of seven days' notice and shall provide 60 total performance days (8 hours per day) during the contract period. Contractor personnel must comply with all applicable NAVSEA technical manuals and standard items, attend a Work Integration Project Brief prior to beginning work, and adhere to Federal and State OSHA safety requirements and Hazardous Energy Control procedures. All technicians must maintain a minimum active Confidential security clearance. Access to HPAC #1 requires a YELLOW Badge, while access to HPAC #2 and #3 in Engine Rooms 1 and 2 requires a RED Badge, for which personnel must possess or be actively obtaining Restricted Data (RD) clearance. If access criteria are not met, technical support must be provided without entering restricted spaces while pursuing RED Badge acquisition. Contractor must enroll a designated Service Contractor Administrator in DBIDS and provide an approved employee list for registration. Quality Assurance shall be performed in accordance with NAVSEA Standard Item 009-004. Primary Government points of contact include the Contract Specialist (Theresa Clark, Code 432, (757) 396-8345, theresa.m.clark36.civ@us.navy.mil), with additional POCs for PEPM, Engineering/Technical, Zone Manager, and Project Manager/COR to be provided in the award document.

1.Scope:
1.1. This Statement of Work (SOW) defines the effort to provide technical support services in support of HPAC #1, HPAC #2, and HPAC #3 repair during FY 26 PIA.
1.1.1. Expansion of Scope: The Government reserves the right to add requirements for additional HPAC units to the scope of this technical support effort via a formal contract modification, should emergent operational conditions dictate. This potential expansion may include providing technical support for the inspection, condition reporting, repair, material support, and/or refurbishment of HPAC units as required.
2. Applicable Documents:
2.1. NAVSEA TM S6220-FW-MMO-010 – Technical Manual for Air Compressor, Chilled Water-Cooled, High Pressure, WP5000, For CVN 78 Class Revision (3) dtd. 15 MAY 2021
2.2. NAVSEA Standard Item 009-001 – FY26
2.3. NAVSEA Standard Item 009-004 – FY26
2.4. NAVSEA Standard Item 009-060 – FY26
2.5. Contractor Security Requirements – Attachment 1
3. Requirements:
3.1 General
3.1.1 The contractor shall comply with all guidance in accordance with (IAW) the applicable documents of Section 2 of this statement of work. The Contractor shall comply with the most current version at the time of contract award or as revised by contract modification of all the applicable documentation referenced in section 2 of this Statement of work.
3.1.2 The Contractor shall provide service technicians that meet, obtain, and maintain the badging and security requirements of Norfolk Naval Shipyard/NOB throughout the Period of Performance (POP). Security and Access Requirements: All technicians must maintain a minimum of an active Confidential clearance. While access to #1 HPAC requires only a YELLOW Badge, physical entry to the plant areas housing #2 and #3 HPACs strictly requires a RED Badge. To facilitate the acquisition of the RED Badge for these restricted areas, assigned personnel must possess, or be actively in the process of obtaining, Restricted Data (RD) clearance.
3.1.3 The contractor and all its employees shall conform to the security requirements that govern access to the shipyard and any applicable shipboard spaces, drydock, or other areas required to accomplish tasked work IAW Attachment 1. The Contractor shall provide the Contracting Officer with the name of their designated Service Contractor Administrator (SCA) for enrollment in DBIDS. Contact the Contracting Officer’s Representative (COR) or Contracting Officer’s Security Officer for assistance as needed.
Once enrolled, the Contractor must provide the DBIDS Registrar with an approved employee list and then direct their employees to register into DBIDS. An FCL is required to submit a proposal.
3.1.4 All technicians must hold a minimum of an active Confidential clearance.
For HPAC #1, technical assistance will be in the Air Compressor Room (no U-NNPI/NOFORN present), requiring a YELLOW Badge. For HPAC #2 and #3, work will occur in Engine Rooms 1 and 2, which may contain U-NNPI and/or NOFORN. Consequently, a RED Badge is required for entry unless formal compartment sanitization is completed, in which case a YELLOW Badge is permitted. If these access criteria are not met, the Contractor shall provide technical support without entering the spaces while actively pursuing the acquisition of the RED Badge and maintaining an active, in-progress application for a Restricted Data (RD) clearance."
3.1.5 Contractor shall attend a Work Integration Project Brief prior to beginning work.
3.1.6 Safety: Per FAR 22.102-1(a) entitled “Safety”, Contractors are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements, OSHE OSHECM Chapter Hazardous Energy Control (HEC) requirements, or safety requirements for site specific location of the contract.
3.1.7 Contractor to be present at NNSY to provide technical support with a minimum of seven (7) day notice provided by NNSY.
3.1.8 Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard (NNSY) cognizance must adhere to Federal OSHA requirements for hazardous energy control IAWW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest version), when performing work under NNSY contract. All HEC work to be performed by Contractors and NNGAs requires that NNSY Technical Point of Contact be informed of the change/deviation. Appendix 250.B-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the cognizant NNSY LOTC. HEC locks shall be provided by the contractor or NNGA for their employees’ use. The HEC locks shall have red bodies with name labels or name tags affixed, identifying who installed the HEC lock(s) and a point of contact telephone number. HEC lock name labels and tags must be made of materials that will hold up to the environment to which they are exposed. HEC tags used for Tags-Plus HEC work shall be provided by the cognizant NNSY LOTC to the contractor or NNGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM Chapter 250 Tags-Plus procedures will be strictly followed.
3.1.9 Contractors and NNGAs may obtain electronic copies of OSHECM Chapter 250 (latest revision) and access the OSHA 1915.89 website by using the following link to NNSY’s public access website:

3.1.10 Names and contact information for NNSY LOTCs and/or the Building
