Statement of Work For
Moving/Trucking Services
1.0 BACKGROUND
Customs and Border Protection (CBP), specifically the Area Port of St. Thomas/St.
John, USVI is tasked with the mission of enforcing the laws of the United States, safeguarding the revenue and fostering lawful international trade and travel.
2.0 SCOPE OF WORK
In order to effectively perform this mission, it is the responsibility of CBP Area Port of St. Thomas; to provide easy movement of documents, supplies and equipment between all of our locations. The vendor will be responsible for picking up shipments of supplies and equipment for distribution to our various offices.
These inbound shipments will either be at the Seaport or a land-based shipper such as Crowley, Tropical etc. The items being picked up will be delivered at the intended location and put away by the vendor/his/her employee. The size of the items/shipments varies. They can be anywhere from a few small boxes to a few hundred record boxes to a few hundred record boxes. The weight range varies anywhere from 200-1000 pounds.
Occasionally there is equipment such as copiers or computers that require movement from one location to another. Advanced notification will be given in the event this service is needed.
Occasionally, it will be required to go to our St. John office for either drop off or pick-up of items. A barge will have to be paid by the vendor to a barge company to place his/her vehicle on the barge to get to St. John.
Occasionally, picking up of documents/records boxes for storage will be needed from all of our CBP offices for storage at either our warehouse located at the Cyril E. King Airport or our rental unit at Fortress Storage. These boxes will already have been packed by CBP.
Occasionally, there will be a need for CBP to ship records or equipment to San Juan for destruction. This will be when items are placed on pallet to go in a container for shipment off island.
The vendor must be available during regular business hours (Mon-Fri, 8am-5pm).
There are an estimated 50 shipments that will be made per year. The vendor will be contacted prior to the scheduling of each shipment. Notice is usually given 24 hours to a few days advance. But if a shipper notifies us that there is a shipment to be picked up, the notification can be for the same day.
The vendor must have a vehicle such as a full-sized truck that’s capable of carrying at least two to three pallets. A hand truck/s will be necessary to carry items through the various locations as there are no loading docks. After services have been provided, an itemized bill which includes what was being moved, the amount of time in minutes/hours it took, the number of employees used, any fees advanced for barge services if used and the number of vehicles used will need to be submitted for payment.
