1. Purpose The purpose of this project is to refresh the office furnishings and flooring within the office spaces of the Robins AFB Bldg. 300 East Wing, Bay H, F-15 Division (AFLCMC/WAQ) USAF and FMS. This effort aims to achieve the following objectives:
• Design team to work with F-15 Division planning team on design specifications that meets USAF standards with 5 technical interchanges and deliverables after each interchange. Upon completion of designs, USAF reserves the right to have all data rights to designs.
• Create design options that allow for an increase in personnel capacity that office spaces can accommodate.
• This requirement is for a contractor to complete designs with a Period of Performance NTE of 4 months.
Contractor/Designer shall incorporate the most efficient and cost-effective (i.e. simplified details, minimized equipment and material cost, reduced construction timelines) approach to accomplish all technical requirements in the Description of Work. The contractor/Designer shall notify Project Manager if any items in the Description of Work can be accomplished in a more efficient and cost-effective design prior to submitting Phase I Initial Submittal. The goal is to design and deliver an environment that is free flowing and can accommodate a minimum of 325 people that will allow AFLCMC/WAQ personnel to have a unified space, but also to include space for growth.
The design shall conform to the Robins AFB Base Facility Standards and Air Force Instruction (AFI) 32-1023 Designing and Constructing Military Construction Projects, Standards and Execution of Facility Construction Projects. Compliance with the Unified Facility Criteria documents (UFC) based on The Air Force Corporate Facilities Standards. In addition to the general project description above, follow the below detailed requirements for the various disciplines.
2. Scope of Work The Contractor shall provide professionals versed in programming, space planning and product specification, able to communicate product capabilities to the customer, to ensure products purchased meets the requirements. As a part of the request for quote process, the Contractor shall propose products and a design that considers site layout, as well as other information gathered during initial customer review at the discounted price upon which the award will be based. The proposal shall show list prices, discounts, and net price.
The Contractor shall provide design services, including space planning, site verification, material selection and programming as necessary for the project. The Contractor shall define and furnish the necessary hardware, software, and all other equipment necessary to accomplish design tasks. Standard equipment in addition to the hardware and software shall include but not necessarily be limited to reproduction machines, plotters, paper, pencils, fax machines, and office furniture.
The Contractor shall be responsible for collection of information relevant to the design/redesign of a space. Examples could include personnel interviews, questionnaires, and walk-through inspections of the facility, as well as the existing furniture database (if available). Services shall include site evaluation to ensure proper fit of the furniture within the given space and that all structural and other anomalies are considered. The Contractor is responsible for notifying the GPM and COMs PM of all power requirements regarding location of communication, LAN, and power junction boxes, with the exception that the government will be responsible for providing and locating those junction boxes within 4’-0” of the ceiling penetration of the power pole location provided by the Contractor.
Design shall ensure that all outlets included in the design are accessible to the user, free and clear of obstacles.

Design shall ensure that no more than two duplex outlets (four plug in points) are put onto the same circuit. Design shall ensure that no existing wall outlets or thermostats are covered or concealed by panels or other furniture components systems.
Design shall consider utilizing wall mounted applications where possible. The Contractor shall utilize any existing government product to its maximum as applicable when project includes add on parts to existing systems furniture. All designs of furniture layouts, including original designs and any subsequent redesigns, must be accomplished by qualified professional designers and should have three years’ experience using software similar to that proposed for this contract.
The Contractor shall meet with the GPM to review the installation drawings prior to submission of any revised price quote. The Contractor shall provide CAD file and drawings of furniture layouts to the GPM on a non-renewable CD or DVD in both .dwg and .pdf formats unless otherwise specified in CDRL A001 – Product Engineering Design Data and Associated Lists.
The hardware/software shall perform computerized inventory, computer aided design, automated take-off function, and report generation for all product purchased. The software for this contract shall be compatible software for AutoCAD and MicroStation. The software shall be fully compatible with Microsoft Windows, the most current version. Design service shall include an initial complete design with up to two additional minor revisions prior to final approval.
Designs of each location shall include a basic component floor plan sheet in which all systems furniture and workstations are tagged: to include graphic symbols for all major hanging components (flipper cabinets, shelves, task lights, tack boards, work surfaces, drawers, etc.) as determined by the government. This design sheet shall include station numbers and movable wall and associated product locations, on 1/4" = 1'-0" scale. Designs of each location shall include a Panel and Hardware Layout sheet: to include all finish colors and fabrics, panel widths (30", 36", 42", etc.), in 1/4" = 1'0" scale, in addition to display hardware, keys and locksets shall be included.
Design sheet layouts of each location shall include a Furniture Power Distribution sheet in 1/4" = 1'0" scale to include: the location of all powered panels, powered components, receptacles, communication ports, power poles, powered raceways, base electrical feeds and building connection points.
Within ten (10) workdays after the final design has been accepted by the base requesting organization, a bill of materials detailing all inventory, and (3) copies of all plans including basic floor plan, movable wall, panel, and electrical layouts will be provided to the GPM for the project. The Contractor shall maintain an updated, automated master copy of all furniture layouts, (designs/redesigns) accomplished under this contract for the duration of the warranty, after government acceptance of the project.
Drawing changes required to a layout due to Contractor errors or omissions shall be the responsibility of the Contractor and the corrected drawing and bill of materials shall be delivered to the government within three calendar days of the request. Contractor shall provide the GPM a copy of the installation drawings and bill of materials via mutually agreed upon electronic media.
Contractor shall make the government aware of any discrepancies to existing conditions not previously identified.
3.0 Post Inspection/ Acceptance Checklist
The Contractor shall provide the Government validation, via the Post Inspection/Acceptance Checklist (CDRL A002), that all service deliverables – such as finalized reports, training materials, completed consultations, or other specified outputs – meet the required standards upon receipt. This service-oriented checklist will focus on verifying adherence to performance metrics, alignment with the Statement of Work (SOW), and the overall effectiveness of the service delivered. The Government representative, working with the Contractor's representative, will use the checklist to confirm that all aspects of the service satisfy the agreed-upon criteria, including accuracy, timeliness, completeness, and client satisfaction. Successful completion and sign-off of the checklist formally acknowledges the service has been satisfactorily delivered and accepted by the Government, triggering subsequent payment milestones as defined in the contract. The project will be deemed complete upon:
• Successful acceptance of finalized designs by AFLCMC/WAQ leadership
4.0 Base/Site Visit Specifics: Access to Robins Air Force Base (RAFB) The Contractor shall ensure contractor personnel who require access to Robins AFB comply with the security requirements of the installation. The Contractor shall provide the GPM a list of all contractor personnel requiring access to Robins AFB, the order number and the period of performance. The Contractor shall also provide, if possible, the location of the work site and the days/hours during which the Contractor personnel will require access to Robins AFB. Vehicle registration, proof of insurance and a valid driver’s license shall be presented to gain base access. All commercial trucks must enter through Gate 4, Commercial Truck Gate, for inspection. At this time, the driver may ask for directions. In accordance with the Robins Air Force Base Integrated Defense Plan 31-101 (RAFB IDP 31-101). Base entry procedures must adhere to delivery vehicle process requirements mandated. Once at Gate 4, the driver must have the following documents:
• A current Vehicle Registration
• Current Proof of Insurance
• A valid and current Driver's License for the driver
• A valid and current Driver's License or other State Identification for any passenger(s) in the vehicle.
Gate Procedures:
Once at Robins AFB, Gate 4, be prepared to exit the vehicle and allow for vehicle inspection.
At this point you may ask for directions to your destination. If the destination requires the driver to leave Gate 4, and re-enter the base through an alternate gate, the pass received will be sufficient documentation for entry into both gates within a pre-established time directed by the Security Forces representative. Arrival at the appropriate gate after the designated allotted time will result in non- admittance to the installation.
This procedure will occur each time a commercial truck requests access to the base. Current Bill of Lading (BOL) to get delivery driver and the vehicle on base. BOL must include the AF installation name, date of anticipated delivery, and specific destination (including building number, street address, and point of contact information).
Personnel: Personnel should have the following items when entering an installation:
• Current Registration for all vehicles
• Current Proof of Insurance for all vehicles
• Valid driver's license for each driver
• Valid driver's license or other state identification for each passenger The Contractor shall provide the GPM the following at least three business days before the scheduled contract start date:
• Last Name
• First Name
• Date of Birth
• Driver License Number
• Driver License State
All information must match exactly as what is listed on the ID/Driver’s License. Depending on the current Force Protection Condition, a government representative may be required to sponsor those people in person at Pass & ID, Gate 3, Visitor Control Center (VCC). The Government shall submit a to the VCC at least 3 days prior to the schedule contractors start time. The sponsor must state the guest's purpose and destination. It is the responsibility of the Contractor to validate this need with the GPM prior to their arrival to coordinate the arrival time accordingly. Sponsors may request that a pass be applicable for multiple days if needed.
To sponsor Contractor personnel, a typed list of those employees must be submitted by the Government Acceptor in Word or Excel format, stating LAST NAME then FIRST NAME of each person. The government sponsor must submit that list to Pass & ID Gate 3, no fewer than three days prior to the anticipated arrival. Names listed must be complete names, (no nicknames), and correspond to the names on the state ID for each person.
Prohibitions: Firearms may not be brought on base under any circumstances. Individuals with criminal records are not allowed on base. Contractor personnel are prohibited from sponsoring guests onto the installation. The Contractor shall submit a letter to the Government/Badging Agent immediately after employee(s) being terminated or otherwise leaving their employment on a contract. The letter shall contain the name(s) of the individual(s) with DoD identification number(s). The Contractor shall return a DBIDS ID card within five (5) business days once Contractor personnel no longer require access to RAFB.
The Contractor shall immediately report a lost or stolen DBIDS ID card, as directed by local Government policy. The Contractor shall return an expired DBIDS ID card within five (5) business days after the expiration date. The Contractor shall return any and all DBIDS ID cards within five business days after completion or termination of the contract. The Contractor will collect the badge(s) and return the badge(s) to the VCC.

6.0 Performance Standards
