COMBINED SYNOPSIS/SOLICITATION 70Z03823QK0000024

STATEMENT OF WORK (SOW)

1.0 General

The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Industrial Operations Division (IOD) has a requirement to purchase an External Heated Regenerative Compressed Air Dryer, hereinafter referred to as the Air Dryer.

In addition, the USCG requires the installation and set-up of the Air Dryer as well as initial training on the Air Dryer’s operation, maintenance, and troubleshooting techniques.

The Air Dryer will be used to extract all moisture from the 3” compressed air lines to the building as any moisture in the compressed air causes the blast media to clump together and clog the lines. Detailed specifications for the Air Dryer are included in the Instructions to Offerors attachment.

2.0 Place of Performance

All work shall be performed at the following address:

USCG, Aviation Logistics Center

1664 Weeksville Road

Building 77

Elizabeth City, NC 27909

The Air Dryer is to be located outside the West end of Building 77 and under an existing USCG-furnished protective, metal roof. See Exhibit 1, Note H and Exhibit 2, Note B.

3.0 Requirements

The Contractor must be capable of delivering and installing the equipment in twelve (12) weeks or less after receipt of order (ARO).

The Contractor shall provide all necessary personnel for labor, supervision, and operation of the equipment for installation, testing, start-up, and training. The Contractor shall provide a one-year warranty for its work performed under this Statement of Work. This warranty shall include any materials used by the Contractor in the installation (except for the

Air Dryer).

The Contractor shall provide equipment, shipping, and material for the installation of the Air Dryer and associated equipment on-site. This includes setting and anchoring the equipment in place where it will rest on concrete. The following are examples of equipment that will likely be required to be furnished by the contractor: forklift, stand of some type that will reach a 14-foot working height, and any installation tools required to install the Air Dryer including electrical and pneumatic piping modifications.

The USCG will supply an existing Air Compressor rated at 1,128 SCFM (standard cubic feet per minute) at 110 PSI

(pounds per square inch).

The Contractor shall perform all between the hours of 7:00 a.m. and 4:00 p.m., Eastern time, Monday through Friday

(excluding Federal holidays).

To minimize production delays, at the commencement of the installation, the Contractor shall install supply and return tees, and elbows from existing air supply line (see Exhibit 1, Note B), with manual shut off valves to/from the air dryer, along with a shut off valve and pneumatic piping between the tees (see Exhibit 1, Note A). These shutoff valves will allow the building’s air supply to remain operational, while the remainder of the Air Dryer installation is complete. The shut-off valve between the tees will permit the air to be routed through the dryer at the completion of the installation. Installation of these shutoff valves must be accomplished in 48 hours or less. All pneumatic piping modifications shall be constructed of Galvanized Schedule 40 Steel, 3-inch piping that is manufactured of high corrosion resistant quality in the USA. The required amount of pneumatic piping is estimated to be 30 to 40 feet.

The USCG will provide an electrical disconnect means within 8 to 10 feet of the equipment installation location (see

Exhibit 2, Note A) to accommodate the system with the maximum power required to properly operate the equipment.

The equipment (all combined components) must not exceed a draw of 70 amps. The Contractor will be required to provide all material and labor necessary to make the connection from the USCG-furnished disconnect means to the equipment the Contractor will be installing. The contractor is responsible for making all electrical connections from the

USCG-furnished disconnect (see Exhibit 2, Note A).

The Contractor shall provide all material, equipment, and labor to cut, pass through walls, and connect air supply/returns lines from the dryer from/to within Building 77 (see Exhibit 1, Note D). All pneumatic piping modifications shall be constructed of Galvanized Schedule 40 Steel, 3-inch pneumatic piping that is manufactured of high corrosion resistant quality in the USA. Contractor shall ensure that all penetrations into the building are sealed with fireproof caulking around any piping (see Exhibit 1, Note D). The Contractor shall provide all valves and fittings required for installation, to include provisions for the bypass of the Air Dryer (see Exhibit 1, Notes A - D).

The Contractor shall perform an operational leak test, a functional test of controls, and a final functional test of the system to include running it through the entire cycle. The Contractor shall provide any labor and material to correct any leaks and/or discrepancies found in the operation of the installed equipment.

The Contractor shall provide factory start up, on-the-job training for operation and maintenance (to include pre and post filter changes) of the system to a minimum of eight personnel. The training shall take place over two 8-hour days. The first day will be devoted to training day shift personnel with the day beginning at 7:00 a.m. and the second day will be devoted to training night shift personnel beginning at 4:15 p.m.

The Contractor will send certified technician(s) for on-site installation. If any permits are required for installation, the

Contractor shall obtain such permits prior to any work started. All services shall be performed based on a mutually agreed schedule. The USCG’s technical point of contact (POC) for this effort is Mr. Lee Pipkin. He should be contacted either by phone at (252) 335-6532 or (252) 333-5447 or by email at Lee.D.Pipkin@uscg.mil. Mr. Pipkin will also be the

Contractor’s POC to arrange access to the USCG base and provide any further visit instructions.

The USCG prohibits the use of smoking tobacco and smokeless tobacco in the workplace to protect the health of all its workers. The workplace includes any area inside or outside of a building or facility under the custody and control of the

In addition, the Contractor is required to flow down the safety requirements/specifications to all subcontracts/subcontractors. Safety requirements listed herein that do not concern

Contractor’s operations or services shall be considered self-deleting as mutually agreed by the Contracting Officer and the
