Set Aside: Total Small Business set-aside in accordance with FAR 52.219-6

A.1 BACKGROUND:

Agricultural Marketing Service (AMS), Cotton and Tobacco Program (CTP), Grading Division (GD), supports the orderly and efficient marketing of U.S. cotton, domestically and internationally, by providing unbiased classification, standardization, market news and oversight of the research and promotion programs.

The USDA, AMS, CTP operates High Volume Instruments (HVI) to electronically classify cotton samples (each approximately 8 ounces) that are taken from full bales (500 pounds) at gin locations and transported to designated testing laboratories operated by the CTP.

Under current testing procedures an individual places samples in designated locations on the HVI to test fiber length, strength, uniformity, micronaire, color and trash content.

These instruments are solely relied upon by USDA and the domestic and international cotton industries to provide accurate and timely classification data for the marketing stream. The resulting data is transmitted in real time, as samples are tested, to mainframe computers and made available to owners or agents of the cotton all over the world. CTP is considered the world’s leader in HVI testing and tests virtually every bale of cotton grown in the U.S. each year (approximately 15-18 million samples on average in a typical year) so speed, accuracy and efficiency are key components of the CTP operation in each of its ten testing locations across the Cotton Belt (cotton producing states across the United States).

A.2 SCOPE:

The government requires contractor services for two (2) semi-annual preventative maintenance checks and repairs of two bale press systems and all loose conveyor belt lines per year as well as on-call as-needed repairs, modifications, and service to any hydraulic, electrical, mechanical, and programming outside the scheduled preventative maintenance dates during the base year period, and during each option period exercised under the contract.

The contractor shall furnish all necessary labor, tools, and equipment in accordance with these specifications, general provisions, and all other conditions of this solicitation necessary for preventative maintenance and repairs to the listed equipment.

A.3 TASKS:

The Contractor is responsible for completing the tasks described below.

A.3.1 EQUIPMENT SYSTEM TO BE SERVICED:

Contractor shall provide all labor and materials necessary to service and maintain, in good working order, the bale press systems and loose conveyor belt lines. This shall include all underground loose conveyors systems and the two bale press systems located within the Memphis, TN office facility. The underground loose conveyor belt systems are located within the Classing, Standards & Engineering and Quality Assurance laboratories while the two bale presses are located within the Classing and Quality Assurance receiving areas.

A.3.2 SEMI-ANNUAL PREVENTATIVE MAINTENANCE:

The Contractor, in coordination with the Area Director, must establish a schedule of preventive maintenance visits, twice annually. Preventative maintenance activities will include all necessary work to keep the bale press and underground loose conveyor systems in good working condition and allowing for continued future use without foreseeable failures or breakages.

A.3.3 ON-CALL AS-NEEDED MAINTENANCE AND REPAIRS:

The Contractor must, upon notification from the Area Director or Program staff, be available to make necessary emergency repairs to the bale press and underground loose conveyor systems on an as-needed basis to ensure continual operations. Repair work may include, but is not limited to, modifications and service to any hydraulic, electrical, mechanical, and programming as well as chains, sprockets, motors, and conveyor sheet metal flashing for bale press and underground loose conveyor systems.

If parts or materials are required for a project, the Government may provide the parts or materials, or the Contractor may be asked to provide the parts and materials. Parts and materials shall be priced at estimated actual cost marked up by the standard coefficient in the price schedule, if stated. Receipts for any parts or materials may be requested at any time by the CO or designee. If a single part or component, or a single type (line item) of parts, components, or materials for a project is anticipated to equal or exceed $2,500, the Contracting Officer (CO) may require that the Contractor obtain three or more quotations from suppliers or subcontractors and include documentation of these quotations with the Contractor’s quotation for on-call as-needed maintenance.

The mark-up standard coefficient includes all material handling fees, including General and Administrative (G&A) fees, and profit. No additional markup coefficient is allowable under this contract. The markup coefficient rate is fixed and applies to supplies, materials, equipment, and subcontractors only on as needed maintenance and repairs if ordered. The proposed markup standard coefficient shall not exceed 10%.

The price for labor required to complete the on-call as-needed maintenance and repairs shall identify the labor categories and rates from the price schedule in this Contract.

This includes the labor categories and rates for any subcontracts awarded under this Contract. Each labor rate shall be a fully burdened price-per-hour for regular hours (6:00 a.m. local time through 6:00 p.m. local time) and after hours (6:00 a.m. local time through 6:00 p.m. local time). A fully burdened price per hour is defined as a price that includes wages, overhead, general and administrative expenses, and profit.

If the Government is satisfied, in its sole and absolute discretion, with the technical approach and the price of the quotation provided for the on-call as-needed maintenance and repair, the CO, USDA Technical Point of Contact, Area Director or Program staff may order the as-needed maintenance and repair, in writing, if priced at less than $2,500.00. The Contractor must accept the Government Purchase Card (credit card) as a method of payment for services priced less than $2,500.00. If the on-call as-needed maintenance and repair is priced at $2,500.00 or greater, the CO may order the as-needed maintenance and repair by a separate requirements Order using a Standard Form (SF) 1449 or other document.

The Contractor shall provide all paid invoices for any materials, parts, and subcontractor costs (certified payrolls and a Release of Claims) following the completion of each instance of the on-call as-needed maintenance and repair services. This documentation shall be provided no later than 30 calendar days after completion of the as-needed maintenance and repair services.

This time period could vary depending on the location of the services and the duration of the cotton harvest.
