About this file
This is a Statement of Work (SOW) for the procurement of a Zeiss Gemini Field Emission Scanning Electron Microscope (FESEM) as a sole-source, brand-name purchase from Carl Zeiss by 76 MXSS/MXDTAC-1. The vendor must provide all hardware, software, accessories, peripherals, documentation, training, shipping, and installation, with full responsibility for pre-acceptance maintenance and ensuring all detectors and software functions are operational upon installation.
The justification for sole-source procurement centers on three critical factors: the Zeiss Gemini 460's large chamber (360mm X and Y, 270mm height minimum) accommodates large or complex jet engine and aircraft components that cannot be sectioned or altered, reducing processing time by half; the lab utilizes proprietary correlational microscopy with a unique Zeiss-compatible sample holder and fiduciary marks that enable coordinate sharing between the FESEM, Zeiss metallograph, and Zeiss stereomicroscope; and the existing Oxford analytical system (Energy Dispersive Spectrometer and Electron Backscatter Diffraction) generates files in proprietary Oxford formats required for 7-year legal retention for first article testing, mishap investigations, and failure analysis, necessitating backwards compatibility. Additional cost savings derive from existing service contract FA8126-24-P-0018 discounts and avoiding duplication of the 10-person staff's 40+ hours of specialized training on Zeiss and Oxford platforms.
Technical specifications include a Schottky field emitter gun with 30 KV accelerating voltage and sub-1 nanometer resolution, six-axis eucentric stage with 0.5 kg capacity and 360° continuous rotation, six-minute chamber pump-down, drawer-type chamber door with minimum 14 ports, multiple detectors (secondary electron, five-diode backscatter, in-lens SE, and two CCD chamberscopes), active vibration suspension, dual 34-inch ultrawide LCD monitors, 5 KVA UPS with 30-minute backup, multiple aperture sizes (20, 30, 60, 120 micron), closed-loop cooling system, plasma chamber cleaner, and dedicated integrated computer with Intel Xeon processor, 32GB RAM, Windows 10, and 12 TB storage. The Oxford analytical package must include a 100mm² silicon drift detector (SDD) with AZtec Live Adv, Feature, Large Area Mapping, and Drift Correction software; a CMOS FSD EBSD detector with five diodes offering AZtecHKL Adv, Symmetry S3, and expanded NIST aerospace alloy database; a BEX detector combining backscattered electron and X-ray data; AZtec Crystal updates; and a dedicated computer with Intel Xeon processor, Windows 10 64-bit, 12 TB storage, and 32 GB RAM. The FESEM must fit through a 40-inch doorway.
Delivery responsibility falls to the contractor, who must coordinate with the contract monitor and ensure on-site presence during receipt, assembly, installation, testing, and acceptance. Installation must be completed within 30 calendar days, including all electrical connections, fluid filling, analytical tool installation, and calibration. Testing and acceptance must occur within 30 days of installation with witness approval from the Metallurgical Analysis Section. The contractor shall provide on-site training for up to 10 employees within three months of installation, conducted by both the primary vendor and the EDS/EBSD system provider for at least two days during business hours (8:00am–5:00pm). A minimum one-year complete package warranty covering parts, labor, and software begins upon government acceptance, with all warranty work performed at Tinker AFB, Oklahoma at no cost to the government. Technical support must be available during business hours with on-site service within three business days. The contractor shall provide digital user manuals covering operation, troubleshooting, maintenance, specifications, calibration validation, and warranty information.

Statement of Work
Zeiss Gemini Field Emission Scanning Electron Microscope (FESEM) Replacement
1.0 Scope – This SOW is to provide the requirements for the purchase of a commercially off the shelf (COTS) replacement Field Emission Scanning Electron Microscope (FESEM). 76 MXSS/MXDTAC-1 is requesting the sole source or brand name purchase from Carl Zeiss. The vendor shall provide all hardware, software, accessories, peripherals, documentation, training, shipping, and installation. The vendor will ensure, upon installation, that all detectors and software functions and applications are fully functional along with system components required to operate the FESEM. Any required maintenance will be the sole responsibility of the vendor prior to acceptance.
2.0 Sole Source/Brand Name Justification
The Metallurgical Analysis Section provides critical analyses on jet engine and aircraft components supporting first article testing, production support, prototypes, reverse engineering, failure analysis, and mishap investigations. Parts submitted to the lab are often large or complex geometries that preclude the ability to place in a typical scanning electron microscope chamber. The lab often gets requests to perform surface analyses on production parts or mishap related components that cannot be sectioned or altered in any way. The Zeiss Gemini 460 is the largest chamber available on the market to facilitate this requirement.
Avoiding sectioning reduces the lab processing time in half because it eliminates the need for careful preparation, fixturing, cutting, and post sonic agitation cleaning to be able to inspect a part.
Secondly, the lab utilizes a capability known in industry as correlational microscopy where a unique, patented sample holder is used to fix a sample for inspection and that same sample holder can be placed on a Zeiss stereomicroscope or a Zeiss Metallograph. Using the same sample holder with fiduciary marks, digitally marked features are recognized by the Zeiss software and points of interest (coordinates) are shared between each scope. That way a feature of interest such as an NDI indication, crack, pitting, or 10 micron size feature observed on a metallograph can be located at high magnification in the scanning electron microscope, with precision for high magnification and qualitative chemical inspection.
Third, the Oxford system requested is a sub-assembly detector system used for the qualitative chemical analysis and crystallographic mapping on metal alloys. The current system has an Oxford version of this capability with data collected on first articles, mishap and failure analysis investigations that require data to be stored for legal purposes for 7 years should inquiries come up on lab reports in the future. These files are specific to Oxford data formats that cannot be read by other systems and require backwards compatibility (see Section 3.21 for details).
From a budgetary perspective, procurement of another Zeiss translates to significant cost savings from discounts applied to service contract, consumables, and service. The current service contract, FA8126-24-P-0018 has had exceptional performance and will continue to provide support for future service with one current SEM and this new proposed SEM.
Training: With a staff of 10 engineers, each one has spent upwards of 40 hours (pay rates in the NH-03 pay band) of specialized training on scanning electron microscopy, energy dispersive spectroscopy, and electron backscatter diffraction on the Zeiss and Oxford platforms. Software training and optimization are not a turnkey operation and often require specific applications training from the OEM. To avoid duplication of training costs and efficiency loss, it is most cost-effective to remain with the same platform. A similar comparison would be Solid works or AutoCAD. Many man hours are spent training personnel on using these software packages. Although there are other platforms available, it is the standard format used by design engineers and would be inefficient to have employees adopt another platform.
