Statement of Work

Toilet Pumping Contract Uinta-Wasatch-Cache National Forest, Spanish Fork Ranger District

The Spanish Fork Ranger District proposes to contract an outside firm to pump the district’s 15 CXT vault toilets on an as-needed basis.

1. Scope Of Contract

Contractor will be required to pump 20, 1,000 gallon vault toilets, five of which are double vault toilets. This service will be on an As-Needed Basis throughout the year. These restrooms are located within the Spanish Fork Ranger District, and can be accessed either by asphalt or dirt roads. (Reference Map 1A) Exact mileage and directions can be found on the following list:

Contractors shall, in accordance with Local, State, and Federal Regulations, furnish toilet pumping services, including all equipment, supervision, transportation, labor, operating supplies, and incident management necessary to:

• Pump

• Wash Down

• Recharge

• Cleanup

• Disinfect

• Dispose of all waste products removed from toilet vaults

• Add Water

1-A Description of Vault Toilets

All vault toilets on the Pleasant Grove Ranger District are CXT Concrete toilets, capable of holding 1000 gallons of waste.

Location of sites and other pertinent information can be found in appendices (“Map” and “List”) and through verbal communication with the District Representative.

1-B Scheduling Work

Work shall be assigned on an As-Needed Basis, with number of days and exact dates to be determined by the District Representative. Upon notification by the District Representative, the contractor shall start work within 5 calendar days and complete work after no more than 12 days. Work shall occur between 7:00 AM and 4:00 PM. In the event that emergency pumping will be required, general servicing of toilets may occur outside of these established time constraints. Both parties will agree on response time for emergency pumping.

1-C Definitions

Sewage is Liquid, Semi-Liquid, and Solid Waste Matter

Debris is all other refuse found in vault toilets, including but not limited to:

Cans Bottles Rocks Sticks Logs Dead Animals Clothing Plastic Bags Containers Metal Products Pinecones Food Products Paper Product Tools Diapers Napkins Miscellaneous Trash Whole Toilet Paper Rolls

1-D Contractor’s Representative

Prior to starting work, the Contractor shall designate in writing a person to act for him/her during any absence from work. Contractor shall also specify scope of designated authority to the person who is substituting his/her responsibilities.

1-E Minimum Pumping Request Guarantee

At a minimum, each work order will guarantee two vaults per service call, unless in case of emergency, then both parties will make a mutual agreement.

1-F Minimum Annual Guarantee

As stated in section 1-B, under Scheduling Work, service is on an As-Needed Basis, depending on toilet usage, and fluctuates year to year, so an exact annual dollar amount of the services cannot be determined. The minimum annual guarantee is $3,000. If the Contractor cannot respond within the stated timeframe in section 1-B, the cost of that work order will be applied to the minimum guarantee.

Frequent inability to respond to the work orders within the time frame stated (as defined in Section 4 – Performance and Objectives and Thresholds) relieves the Forest Service from any duty to meet the guaranteed minimum.

1-G Measurement and Payment

Payment shall be made on a monthly basis, at the unit bid price per month, in accordance with all call-outs accomplished during the previous month. Contractor will need to create invoices in the IPP System at:

1-H Inspections and Acceptance

Services performed under this contract shall be subject to inspection and acceptance by the Forest Service. The Contracting Officer will provide to the Contractor written notice of any item not meeting contract requirements. If deficiencies are not corrected within 24 hours, the Contractor may be considered in default of the contract. Regardless of inspections by the Forest Service, the Contractor is responsible for self-inspection and maintaining work to the standard required in this contract.

2. Technical Specifications

The majority of the toilets within the Pleasant Grove Ranger District are accessible by asphalt roads maintained by the state of Utah and the Forest Service.

However there are two vault toilets, Holman and Silver Lake that are only accessible via dirt roads. (See table on the page 1.) Due to the narrow roads, blind turns, and dirt roads within American Fork Canyon, Pumping Trucks cannot pull trailers.

2-A Equipment

The Contractor shall furnish any and all toilet pumping equipment, including but not limited to:

• Tank Truck with the ability to reverse the suction process to clear clogged lines

• Water Truck

• Tools necessary to open manholes and remove risers

• Approved Disinfectant (approved by the Contracting Officer)

• 4-inch Minimum Suction Hose o Length of hose must be long enough to accomplish the required pumping. Some sites may require additional hose to reach vaults from roadway

• High Pressure Jet Washer System o To wash the side and end walls of the Vault and dilute solidified waste at the bottom o To wash last portion of waste down a sloped bottom vault

Water drafting equipment shall be completely separate from toilet waste and any pumping equipment.

2-B Pumping Procedures through an Outside Manhole

Contractor shall not pump through the toilet riser when an outside manhole is available, and said manhole opening is greater than, or equal to, 20 square inches.

Upon removing the manhole cover, the Contractor shall remove as much debris as possible, prior to pumping out waste. All debris removed from the vault shall be placed into a leak proof container, so that no contamination will result to the surrounding ground.

Procedures for flat bottom vault as follows:

When waste has been removed within four to five inches of the bottom of the vault, the four-inch hose will begin to suck air. At this time the Contractor will use a smaller hose to remove any further debris that was not removed earlier. Using a high-pressure jet-washing system, the Contractor will wash down the interior walls of the vault, before the clinging debris has a chance to dry.

If heavy concentration of solids remains, the high pressure, jet-washing system will be used to break up and dilute the solids. Contractor will continue to pump waste until the hose is sucking too much air, and pumping becomes impractical.

The flat bottom vault shall now be pre-charged with enough clean water to fill the vault to 10 inches.

Procedures for slopped bottom vaults as follows:

Contractor shall pump waste, from the deep end, until the pump begins to suck air. Remove any remaining debris, and begin to wash the walls using a high pressure, jet-washing system, and wash any remaining waste down the sloped bottom. Pump out rest of waste until the hose begins to suck air.

The flat bottom vault shall now be pre-charged with enough clean water to fill the vault to 10 inches.

2-C Pumping Through Toilet Riser

Contractor shall only pump through the toilet riser when no outside manhole is available. Remove the toilet riser prior to pumping or removing any debris. Contractor will begin to pump waste in accordance with 2-B. Extra care shall be taken to prevent waste from spilling. Toilet Paper dispenser and toilet riser will be covered with a waterproof material, prior to removing debris, and starting the pumping process.

Contractor will thoroughly wash and disinfect the inside and outside of the toilet riser, including the seat and cover, prior to replacing the riser. Both the riser and the seat will be dry before the Contractor leaves the work site.

2-D Drafting of Water

Water may be drafted from lakes, ponds and streams under the following conditions:

• Drafting shall be accomplished:

o Where it least interferes with public use of facility o Areas least viewed by the public

• Any hoses and/or tubes used for pumping toilets shall not be used for drafting water

• No waste shall be introduced into any body of water

• The District Representative shall approve all sites used for, and prior to drafting water

• All Federal, State, and Local regulations must be followed

2-E Conduct of Personnel

The Contractor and his/her personnel shall make every reasonable effort to prevent any interference with the normal use of recreation areas, while engaged in the performance of the contract. Contractor and his/her employees shall keep themselves and their equipment clean and presentable at all times. The District Representative may, in writing, require the Contractor to remove any employee deemed incompetent, careless, and discourteous to the public, or for theft of any government owned property.

3. Deliverables

• Toilet pumping must begin within 5 days of notification, and be complete 12 days after initial notification

• Services are subject to inspection and acceptance by the government

• Contractor is to pump toilets in a manner consistent with all specifications as outlined in this contract o Meeting all pumping, waste removal, and cleaning specifications
