Statement of Work (SOW) for Roof Replacement at Point Park Visitor Center, Chickamauga/Chattanooga National Military Park
This Statement of Work (SOW) outlines the requirements for the removal and replacement of the asphalt shingle roof, associated flashing, and guttering at the Point Park Visitor Center within the Chickamauga/Chattanooga National Military Park (CHCH).
1. ������ Project Overview
• Project Title: Replacement of Asphalt Shingle Roof, Flashing, and Guttering at Point Park Visitor Center.
• Location: Point Park Visitor Center, Chickamauga/Chattanooga National Military Park, Lookout Mountain, Tennessee.
• Existing Condition: The existing asphalt shingle roof is approximately 18 years old and covers an area of approximately 4,000 square feet.
The roof is at the end of its useful life and requires complete replacement.
• Goal: To provide a durable, watertight, and aesthetically appropriate roofing system that complies with all applicable National Park Service (NPS) standards, local building codes, and historical preservation guidelines.
2. ������� Scope of Work
The Contractor shall furnish all labor, materials, equipment, transportation, and supervision required to completely remove and replace the roofing system, flashing, and guttering as specified below.
2.1. Mobilization and Site Preparation
• Secure necessary permits, if any, and coordinate with the NPS Project Manager before commencing work.
• Establish and clearly mark a staging area for materials and equipment, minimizing impact on visitor access and park operations.
• Install appropriate safety barricades, hazard tape, and signage around the work area.
• Implement all necessary safety measures, including fall protection, in compliance with OSHA regulations.
• Protect all adjacent areas, including walls, windows, landscaping, and historical elements, from damage during operations.
• A site visit is a must.
2.2. Roof Removal and Disposal
• Remove and legally dispose of the existing approximately 4,000 sq. ft.
of asphalt roof shingles.
• Remove and legally dispose of any existing underlayment/felt paper, existing drip edge, existing guttering, and existing flashing (exhaust, cupola, and cap flashing).
• Use a debris chute or equivalent method to safely transport materials from the roof to ground level.
• Keep the site clean daily and ensure all debris is contained and properly hauled away from the site.
2.3. Sheathing Inspection and Replacement
• Inspect the existing roof sheathing (plywood or decking) for any damage, decay, or rot immediately following shingle removal.
• Replace any deteriorated or damaged sheathing as deemed necessary by the NPS Project Manager and/or by standard construction practices to ensure a sound substrate for the new roofing system.
Replacement material shall match the existing material's thickness and type.
2.4. New Roofing System Installation
• Install drip edge along all roof edges in accordance with manufacturer specifications and best practices.
• Install Ice and Water Shield (or equivalent self-adhering polymer modified bitumen membrane) in all valleys, along eaves, and around penetrations, as required by code or manufacturer warranty.
• Install 30 lb. felt paper (or equivalent synthetic underlayment) over the entire remaining roof surface.
• Install new three-tab asphalt shingles. Shingle type, color, and manufacturer shall be pre-approved by the NPS Project Manager.
Shingles shall meet a minimum Class A fire rating and carry a minimum 25-year warranty.
• Ensure proper overlap, nailing pattern, and flashing integration to meet or exceed manufacturer warranty requirements and local building codes.
2.5. Flashing and Penetration Replacement
• Replace all existing exhaust flashing (e.g., vent pipe boots) with new, high-quality, weather-tight materials.
• Replace all existing cupola flashing and caps to ensure a watertight seal around the structure. Flashing material shall be durable, non-corrosive metal (e.g., copper, lead-coated copper, or pre-approved aluminum/steel).
2.6. Guttering Replacement
• Replace the existing perimeter guttering and associated downspouts with new, seamless gutters (or pre-approved equivalent).
• Gutter material, profile, and color shall be submitted for approval to the NPS Project Manager prior to purchase and installation.
• Ensure proper pitch and secure attachment to the fascia boards to facilitate effective water drainage.
2.7. Cleanup and Demobilization
• Conduct a thorough final cleanup of the entire work area and staging area.
• Use magnets or equivalent methods to ensure all nails and metallic debris are removed from the grounds.
• Remove all tools, equipment, and surplus materials from the site.
• Restore any disturbed landscaping or adjacent areas to their pre-existing condition.
• Conduct a final walk-through inspection with the NPS Project Manager.
3. ������������ Schedule and Milestones
The Contractor shall provide a detailed project schedule, including:
• Proposed Start Date.
• Key Milestone Dates (e.g., Shingle Removal Complete, Underlayment Complete, Final Inspection).
• Proposed Completion Date.
All work must be performed during mutually agreed-upon days and times to minimize visitor disruption. No work shall be performed on Federal Holidays unless specifically approved by the NPS Project Manager.
4. �� Deliverables
Upon completion, the Contractor shall provide the following to the NPS Project Manager:
1. Written confirmation of project completion and final cleanup.
2. Manufacturer's warranties for the new shingles and any other applicable materials.
3. Proof of proper disposal of all debris/waste materials.
4. A complete, lien-free invoice for the work performed.
5. ��� Quality Assurance and Inspection
• All materials shall be new, of commercial quality, and approved by the NPS Project Manager before installation.
• Workmanship shall be professional and conform to all manufacturer specifications, applicable building codes, and industry best practices (e.g., NRCA standards).
• The NPS Project Manager reserves the right to conduct periodic inspections throughout the execution of the work (e.g., after tear-off, before shingle installation, and final inspection).
